PUBLIC SAFETY AND CRIMINAL JUSTICE REFORM FINANCE AND POLICY COMMITTEE MINUTES

Representative Mariani, Chair of the Committee on Public Safety and Criminal Justice Reform Finance and Policy, called the virtual meeting to order at 1:00 PM on February 22nd, 2022, pursuant to House Rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Representative Pinto moved that the minutes of February 17th, 2022, be approved. THE MOTION PREVAILED.

Representative Youakim presented HF 2746, A bill for an act
relating to public safety; clarifying eligibility for participation in the Hometown
Heroes Act; transferring money; amending Laws 2021, First Special Session
chapter 11, article 2, section 12.

Representative Frazier moved to refer HF 2746 to the Committee on Ways and Means.

Testifying on HF 2746:
• Wayne Kewitsch, Executive Director, Minnesota Firefighter Initiative.

Representative Frazier renewed his motion to refer HF 2746 to the Committee on Ways and Means.
Chair Mariani requested a roll call on the HF 2746.

Representative Frazier motioned to refer HF 499 to the Committee on Ways and Means.

Representative Frazier moved to amend HF 499 A1 amendment. THE MOTION PREVAILED.

• David Borchert, Brown County Commissioner.

Chair Mariani moved to layover HF 499 for possible inclusion in this committee’s omnibus bill.


Representative Huot introduced HF 2867, A bill for an act
relating to public safety; expanding eligibility for soft body armor reimbursement
grants; amending Minnesota Statutes 2020, section 299A.38.
Representative Huot motioned to refer HF 2867 to the Committee on Ways and Means

Representative Backer introduced HF 2821, A bill for an act
relating to public safety; establishing a statewide public safety radio communication
system equipment grant program; appropriating money.

Representative Frazier motioned to refer HF 2821 to Committee on Ways and Means.

Representative Huot moved to amend HF 2821 A1 amendment. THE MOTION PREVAILED.
