MINUTES

Representative Rena Moran, Chair of the Committee, called the hybrid Ways and Means Committee meeting to order at 9:00 A.M. on Thursday, April 28, 2022, pursuant to House rule 10.01. The meeting was conducted in Capitol Room 120 and over Zoom, and broadcast via House Public Information Services.

The Committee Legislative Assistant noted the roll.

Vice Chair Olson moved to adopt the minutes from Wednesday, April 27, 2022. THE MOTION PREVAILED.

HF 3845 (Hanson) Office of the Foster Youth Ombudsperson established.

Vice Chair Olson moved that HF 3845 be recommended to be placed on the General Register.

Vice Chair Olson moved to adopt the H3845A4 amendment. Representative Hanson explained the amendment.
Following discussion, Vice Chair Olson renewed the motion to adopt the H3845A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Hanson presented HF 3845 as amended.

HF 3768 (Koegel) Transfer of structured settlement process and approval amended, and prohibited practice violation enforcement provided.

Vice Chair Olson moved that HF 3768 be recommended to be placed on the General Register.

Vice Chair Olson moved to adopt the H3768DE4 amendment.

Vice Chair Olson moved to adopt the H3768A1 amendment to the DE4 amendment. Representative Koegel explained the amendment. THE MOTION PREVAILED. THE AMENDMENT TO THE AMENDMENT WAS ADOPTED.

Representative Koegel explained the DE4 amendment as amended.

Following discussion, Chair Moran temporarily laid over HF 3768 as amended.

HF 778 (Stephenson) Sports betting provided for and authorized, licenses established, local restrictions prohibited, sports betting taxation provided, civil and criminal penalties provided, amateur sports grants provided, reports required, and money appropriated.

Vice Chair Olson moved that HF 778 be recommended to be placed on the General Register.

Vice Chair Olson moved to adopt the H0778A13 amendment. Representative Stephenson explained the amendment.

Following discussion, Vice Chair Olson renewed the motion to adopt the H0778A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 778 as amended.

Representative Miller moved to adopt the H0778A11 amendment.

Following discussion, Representative Miller renewed the motion to adopt the H0778A11 amendment. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Vice Chair Olson moved that HF 2767 be recommended to be placed on the General Register.

Vice Chair Olson moved to adopt the H2767A13 amendment. Representative Stephenson explained the amendment.

Following discussion, Vice Chair Olson renewed the motion to adopt the H2767A13 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 2767 as amended.

Representative Nash moved to adopt the H2767A15 amendment and explained the amendment.

Following discussion, Representative Nash renewed the motion to adopt the H2767A15 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nash moved to adopt the H2767A16 amendment and explained the amendment.

Following discussion, Representative Nash renewed the motion to adopt the H2767A16 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nash moved to adopt the H2767A17 amendment and explained the amendment.

Following discussion, Representative Nash renewed the motion to adopt the H2767A17 amendment and for nonpartisan staff be directed to make any technical corrections. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
