REDISTRICTING COMMITTEE MINUTES

Representative Mary Murphy, Chair of the Committee on Redistricting, called the virtual meeting to order at 1:00 PM on August 18th, 2021 pursuant to House rule 10.01. The meeting was broadcast via Zoom and House Public Information Services.

The Committee Legislative Assistant noted the roll.

Matt Gehring, House Research, presented a comparison of previously used redistricting principles and provisions in HF 1884 (Torkelson), HF 2520 (Greenman), and HF 2594 (Klevorn).

Dr. Susan Brower, State Demographer, presented on general population shifts in Minnesota, information on census and redistricting release, and differential privacy.

Ben Williams, Program Principal of the National Conference of State Legislatures, presented on the Voting Rights Act and the impact of recent U.S. Supreme Court decisions on Minnesota.

Wendy Underhill, Director of Elections and Redistricting of the National Conference of State Legislatures, presented on understanding communities of interest.

Matt Gehring, House Research, presented on Minnesota Supreme Court redistricting activity.

Matt Gehring, House Research, presented HF 2632 (Murphy), a bill for an act relating to elections; modifying technical redistricting publishing and reporting requirements; amending Minnesota Statutes 2020, section 2.91, subdivision 1.

The meeting was adjourned at 3:46 PM.
