AGRICULTURE FINANCE & POLICY COMMITTEE MINUTES

Representative Samantha Vang, Chair of the Committee on Agricultural Finance and Policy Committee, called the meeting to order at 1:00 PM on January 26, 2023, in Room 120 of the State Capitol Building.

The Committee Legislative Assistant noted the roll.

Representative Hansen moved to adopt the January 24, 2023, minutes. THE MOTION PREVAILED.

Presentation of the Governor’s Budget Request for Broadband.

Presenting:
• Bree Maki, Executive Director, Office of Broadband Development, Minnesota Department of Employment and Economic Development

Overview by the Department of Agriculture, Plant Protection Division.

Presenting:
• Mark Abrahamson, Plant Protection Division Director, Minnesota Department of Agriculture
• Nick Malinowski, Program Manager, Grain Licensing Program, Minnesota Department of Agriculture

HF 47 (Hansen); Pollinator research funding provided, money transferred, and money appropriated.

Representative Hansen moved that HF 47 be laid over.

Representative Hansen presented HF 47.

The following testified on HF47:
• Dr. Ellan Evans, Extension Professor and Researcher, University of Minnesota Department of Entomology
• Dr. Dan Carivean, Associate Professor, University of Minnesota Department of Entomology

Chair Vang renewed the motion that HF 47 be laid over. The bill was laid over.

HF 352 (Hansen); University of Minnesota; heritage oilseed and grain initiative funding provided, and money appropriated.

Representative Hansen moved that HF 352 be laid over.

Representative Hansen presented HF 352.

• Brian Behr, Dean of the College of Food, Agriculture and Natural Resource Sciences, University of Minnesota
• Dr. Gary Meuhlbauer, Department Head Agronomy and Plant Genetics, University of Minnesota

Chair Vang renewed the motion that HF 352 be laid over. The bill was laid over.

HF 80 (Anderson); County agricultural inspector grant funding provided, and money appropriated.

Representative Anderson moved that HF 80 be laid over.

Representative Anderson presented HF 80.

The following testified on HF 80:
• Jon Bloemendaal, Agriculture and Solid Waste Administrator, Murray County

Chair Vang renewed the motion that HF 80 be laid over. The bill was laid over.
