COMMERCE FINANCE AND POLICY COMMITTEE MINUTES

Representative Zack Stephenson, Chair of the Commerce Finance and Policy Committee, called the meeting to order at 6:30PM on March 7, 2023 in Room 10 of the State Office Building. It was broadcast via House Public Information Services.

HF2336 (Greenman); Minnesota Innovative Finance Authority established to provided financing and leverage private investment for clean energy and other projects, and report required.

Chair Stephenson moved that HF2336 be recommended to be referred to the State and Local Government Finance and Policy Committee.

Chair Stephenson moved the H2336DE5 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Greenman presented HF2336 as amended.

Chair Stephenson renewed the motion that HF2336, as amended, be recommended to be referred to the State and Local Government Finance and Policy Committee. THE MOTION PREVAILED.

Vice Chair Kotyza-Witthuhn moved approval of the minutes from March 6, 2023. THE MOTION PREVAILED.

HF1706 (Edelson); Telehealth requirements modified, medical assistance reimbursement increased for protected transport services, grants established, and money appropriated.

Chair Stephenson moved that HF1706 be recommended to be referred to the Health Finance and Policy Committee.

Chair Stephenson moved the HF1706A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Edelson presented HF1706 as amended.

Chair Stephenson renewed the motion that HF1706, as amended, be recommended to be referred to the Health Finance and Policy Committee. THE MOTION PREVAILED.

HF2429 (Kraft); Financial institutions required to annually submit climate risk disclosure survey.

Representative Kraft moved that HF2429 be laid over for possible inclusion in an omnibus bill.

Representative Kraft presented HF2429.

Representative Pfarr moved the HF2429A1 amendment. THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Representative Kraft renewed the motion that HF2429 be laid over for possible inclusion in an omnibus. The bill was laid over.

HF2413 (Norris); Remedies to debtors with coerced debt provided.

Chair Stephenson moved that HF2413 be recommended to be referred to the Judiciary Finance and Civil Law Committee.

Chair Stephenson moved the H2413A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Norris presented HF2413 as amended.

Chair Stephenson renewed the motion that HF2413, as amended, be recommended to be referred to the Judiciary Finance and Civil Law Committee. THE MOTION PREVAILED.

HF2325 (Cha); Emergency closure governing provisions modified, and examination requirements eliminated.

Representative Cha moved that HF2325 be recommended to be placed on the General Register.

Representative Cha presented HF2325.

Representative Cha renewed the motion that HF2325 be recommended to be placed on the General Register. THE MOTION PREVAILED.
