Representative Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 3:01 P.M. on Wednesday, February 1, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative EDELSON moved to approve the minutes from Tuesday, January 1, 2023. THE MOTION PREVAILED.

HF372(Hollins); A bill for an act relating to environment; requiring notice of products containing PFAS; requiring rulemaking; proposing coding for new law in Minnesota Statutes, chapter 116.

Chair HANSEN moved that HF372 be recommended for re-referral to the Committee on Commerce Finance and Policy.

Representative HANSEN renewed his motion that HF372 be re-referred to the Committee on Commerce Finance and Policy.

HF673(Lee); A bill for an act relating to environment; requiring reporting for air toxics emissions; requiring rulemaking to regulate air toxics emissions; proposing coding for new law in Minnesota Statutes, chapter 116.

Representative LEE moved that HF673 be laid over for possible inclusion in the Environment and Natural Resources Finance and Policy omnibus bill.

Representative LEE moved to adopt an amendment to HF 673, the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Lee presented HF673, as amended.

Representative LEE renewed the motion that HF673, as amended, be laid over for possible inclusion in the Environment and Natural Resources omnibus bill. The bill was laid over.

HF645(Lee); A bill for an act relating to state government; providing for disposition of certain money recovered from litigation or settlement of environmental permit violations; amending Minnesota Statutes 2022, section 16A.151, subdivision 2.

Representative LEE moved that HF645 be recommended to be re-referred to the Health Finance and Policy Committee.

Representative Lee presented HF645.

HF672(Lee); A bill for an act relating to environment; requiring public meeting every five years for certain nonexpiring air emission permits; requiring denial of request for permit review to be in writing and to state reason for denial; requiring creation of full-time equivalent position; amending Minnesota Statutes 2022, section 116.07, by adding subdivisions.

Representative LEE moved that HF672 be laid over for possible inclusion in the Environment and Natural Resources omnibus bill.

Representative Lee presented HF672.
