HUMAN SERVICES FINANCE COMMITTEE MEETING MINUTES

Representative Mohamud Noor, Chair of the Committee on Human Services Finance, called the meeting to order at 1:01 PM on February 21, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Fischer moved that the minutes of February 16, 2023, be adopted. THE MOTION PREVAILED.

HF 339 (Curran); Adult foster care licensure requirements modified for community residential settings.

Chair Noor moved that HF 339 be laid over for possible inclusion in a future Human Services Finance omnibus bill.

Testifying on HF 339:
• Sara Grafstrom – Director of State and Federal Policy, Association of Residential Resources in Minnesota (ARRM)

Chair Noor renewed the motion that HF 339 be laid over for possible inclusion in a future Human Services Finance omnibus bill. The bill was laid over.
HF 716 (Finke); Access to shared services under home and community-based service waivers expanded.

Chair Noor moved that HF 716 be laid over for possible inclusion in a future Human Services Finance omnibus bill.

Chair Noor moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 716, as amended:

• Jason Blomquist – Disability Advocate

Chair Noor renewed the motion that HF 716, as amended, be laid over for possible inclusion in a future Human Services Finance omnibus bill. The bill was laid over.

HF 813 (Hicks); Home and community-based workforce incentive fund grants established, awareness-building campaign for recruitment of direct care professionals established, and money appropriated.

Representative Hicks moved that HF 813 be laid over for possible inclusion in a future Human Services Finance omnibus bill.

Representative Hicks moved the A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying on HF 813, as amended:

Representative Hicks moved that HF 813 be re-referred, as amended, to the Workforce Policy and Finance Committee

Chair Noor renewed the motion that HF 813, as amended, be re-referred to the Workforce Policy and Finance Committee. The motion prevailed.
