HUMAN SERVICES FINANCE COMMITTEE MEETING MINUTES

Representative Mohamud Noor, Chair of the Committee on Human Services Finance, called the meeting to order at 1:02 PM on March 28, 2023 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice Chair Bahner moved that the minutes of March 23, 2023, be adopted. THE MOTION PREVAILED.

HF 2847 (Noor); Care provider workforce, aging and disability services, and behavioral health governing provisions modified; Department of Behavioral health established; forecast adjustments made; reports required; technical and conforming changes made; grants established; and money appropriated.

Nonpartisan House Fiscal and Research staff provided an informational overview and walkthrough of HF 2847 and the DE1 Amendment.

I. HF2847 (Noor) - Walk-through and Public Testimony of the Delete-All amendment to the Human Services Finance Omnibus.

*No official action will be taken on the bill during the Tuesday hearing. Bill mark-up and passage will take place on Thursday, March 30 at 1pm.

AMENDMENTS: The author’s delete-all amendment to HF2847 (Noor) will be posted to the committee webpage on Monday, March 27, 2023. The deadline to submit amendments to the DE is 1:00pm on Wednesday, March 29, 2023.

TESTIFYING: In-person public testimony on the DE Amendment will be taken as time allows. Testifiers must contact the Committee Administrator at sean.herring@house.mn.gov by 5pm the day prior to the hearing in order to sign up to testify. Written testimony is encouraged and will be posted on the committee webpage.
