JUDICIARY FINANCE AND CIVIL LAW MINUTES

Representative Jamie Becker-Finn, Chair of the Committee on Judiciary Finance and Civil Law, called the meeting to order at 8:30 AM on January 19, 2023 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Carroll moved that the minutes of January 17, 2023, be adopted. THE MOTION PREVAILED.

HF 4 (Gomez) Noncompliant driver's license or Minnesota identification card requirements modified and related changes made, including on eligibility, proof of lawful presence, primary and secondary documentation, and data practices; technical changes made; and money appropriated.

Chair Becker-Finn moved that HF 4 be recommended to be re-referred to the Committee on Ways and Means.

Chair Becker-Finn moved the H0004A21 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gomez and Representative Pérez-Vega presented HF 4 as amended.

Chair Becker-Finn renewed the motion that HF 4 as amended be recommended to be re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

HF 100 (Stephenson) Cannabis; various provisions added or changed relating to Office of Cannabis Management; advisory councils; sales and use reports; legal and limited possession and use; business licensing, inspection, and regulation; flower and product testing; labeling; advertisement; private resident cultivation; medical program; sales taxes; grants and loans; criminal penalties; expungement procedures; labor standards; temporary regulation of edible products; scheduling; data; miscellaneous and clarifying and technical changes; and money appropriated.

Chair Becker-Finn moved that HF 100 be recommended to be re-referred to the Environment and Natural Resources Finance and Policy Committee.

Chair Becker-Finn moved the H0100A10 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 6 (Stephenson) Price gouging prohibited during an abnormal market disruption, and penalties prescribed.

Chair Becker-Finn moved that HF 6 be recommended to be placed on the General Register.

Chair Becker-Finn moved the H0006A4 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Stephenson presented HF 6 as amended.
