EDUCATION FINANCE COMMITTEE MINUTES

Representative Cheryl Youakim, Chair of the Education Finance Committee, called the meeting to order at 10:33 AM on February 21, 2023, in Room 120 of the Capitol Building.

The Committee Legislative Assistance noted the roll.

Representative Pryor moved that the minutes from February 16, 2023, with a technical correction, be adopted. THE MOTION PREVAILED.

HF 112 (Pryor) Physical Education standards review delayed.

Representative Pryor moved HF 112 before the committee.

Representative Pryor presented HF 112.

Representative Pryor moved that HF 112 be referred to the Ways and Means Committee. THE MOTION PREVAILED.

House Research presented an overview of Equalization revenue.

HF 1396 (Hemmingsen-Jaeger) Equalization aid increased for debt service equalization program, property tax levies decreased, and money appropriated.

Representative Pryor moved HF 1369 before the committee.

Representative Hemmingsen-Jaeger presented HF 1369.

Representative Pryor moved that HF 1396 be referred to the Taxes Committee. THE MOTION PREVAILED.

Vice Chair Clardy assumed the gavel.

HF 879 (Youakim) Local optional revenue increased, future increases in local optional revenue linked to the growth in general education basic formula allowance and money appropriated.

Chair Youakim moved HF 879 before the committee.

Chair Youakim moved the A2 amendment before the committee. THE MOTION PREVAILED. THE AMENDEMENT WAS ADOPTED.

Chair Youakim presented HF 879 as amended.

Chair Youakim moved HF 1271 before the committee.

Chair Youakim presented HF 1271.

Chair Youakim moved that HF 1271 be referred to the Taxes Committee. THE MOTION PREVAILED.

HF 1457 (Pursell) Allowed uses of long-term facilities maintenance revenue and capital levies clarified.

Representative Pursell moved HF 1457 before the committee.

Representative Pursell presented HF 1457.

Chair Youakim moved that HF 1457 be laid over for possible inclusion in the Education Finance omnibus bill. The bill was laid over.
