PUBLIC SAFETY FINANCE AND POLICY MINUTES


Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on January 12, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pinto moved that the Committee minutes from January 10, 2023, be approved. THE MOTION PREVAILED.

HF 55 (Richardson) A bill relating to public safety; creating an office for missing and murdered Black women and girls; requiring a report; appropriating money; proposing coding for new law in Minnesota Statutes, chapter 299A.

Chair Moller moved that HF 55 be re-referred to the Committee on Judiciary Finance and Civil Law.

Rep. Richardson presented HF 55.

Chair Moller moved the H0055A2 amendment.

Rep. Novotny moved the H0055A3 amendment, to amend the H0055A2 amendment.

Rep. Novotny requested a roll call vote on the H0055A3 amendment.

HF 42 (Feist) A bill relating to public safety; amending definitions of labor trafficking; establishing enhanced penalties for labor trafficking when the trafficking occurs over an extended period of time or when a victim dies or suffers great bodily harm; making conforming changes related to the statewide human trafficking assessment; amending Minnesota Statutes 2022, sections 299A.78, subdivision 1; 299A.79, subdivision 3; 609.281, subdivisions 3, 4, 5; 609.282, subdivision 1, by adding a subdivision; repealing Minnesota Statutes 2022, section 609.281, subdivision 2.

Representative Feist moved that HF 42 be referred to the General Register.

Representative Feist moved the HF0042A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 111 (Moller) A bill relating to public safety; establishing the crime of surreptitious intrusion that does not take place through a window or aperture; establishing the crime of surreptitious intrusion under or around a person's clothing; amending the statute of limitations for the crime of surreptitious intrusion; making technical and conforming changes; amending Minnesota Statutes 2022, sections 243.166, subdivision 1b; 609.746, subdivision 1; 609A.02, subdivision 3; 628.26.

Chair Moller moved that HF 111 be referred to the General Register.

Chair Moller presented HF 111.
