PUBLIC SAFETY FINANCE AND POLICY COMMITTEE MINUTES


Representative Kelly Moller, Chair of the Public Safety Finance and Policy Committee, called the meeting to order at 10:30 AM on March 23, 2023, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Becker-Finn moved that the minutes from March 22, 2023, be approved. THE MOTION PREVAILED.

HF 1233 (Pinto) Visual inspection of delinquent children and youth in detention facilities prohibited, and disciplinary room time for delinquent children and youth in detention facilities prohibited.

Chair Moller moved to bring HF 1233, as previously heard, and amended on March 2, 2023, back before the committee.

Rep. Pinto moved that HF 1233, as amended, be placed on the General Register.

Chair Moller moved to reconsider the H1233A5 amendment, as previously adopted on March 2, 2023. THE MOTION PREVAILED.

Rep. Pinto withdrew the H1233A5 amendment.

Rep. Pinto moved the H1233A7 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Pinto renewed the motion that HF 1233, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF 2251 (Feist) Judiciary; grant funding provided to provide legal representation for children in need of protection or services and children in out-of-home placement, and money appropriated.

Chair Moller moved to lay over HF 2251.

Rep. Feist presented HF 2251.

Chair Moller renewed the motion to lay over HF 2251. The bill was laid over.

HF 2890 (Moller) Judiciary, public safety, corrections, human rights, firearm, and 911 Emergency Communication System statutory policy provisions amended; reports provided; rulemaking authorized; various judiciary, public safety, and corrections entities funding provided; and money appropriated.

Chair Moller clarified that HF 2890 will be heard by the committee only for informational purposes. No motions were made.

Chair Moller welcomed back the Minnesota Department of Corrections to present budget recommendations that were not released when the Minnesota Department of Corrections previously presented their budget on March 9, 2023.
