Rules and Legislative Administration Committee Minutes

Representative Jamie Long, Chair of the Committee on Rules and Legislative Administration, called the meeting to order at 10:10 am on March 14, 2023 in the State Office Building Basement Hearing Room.

Vice Chair Hollins moved the minutes from March 9, 2023.

Majority Leader Long moved to amend the Minutes from March 9, 2023 to strike “February” and add “Thursday”. THE MOTION PREVAILED.

Vice Chair Hollins moved the minutes from March 9, 2023, as amended. THE MOTION PREVAILED.

Chair Long moved to refer HF2847 to the Committee on Human Services Finance. THE MOTION PREVAILED.

Chair Long moved to refer HF2755 to the Committee on Labor and Industry Policy and Finance. THE MOTION PREVAILED.

Chair Long moved to refer HF2754 to the Committee on Climate and Energy Policy and Finance. THE MOTION PREVAILED

Chair Long moved the adoption of the Calendar for the Day pursuant to rule 1.21 & 3.33, The Committee on Rules and Legislative Administration designates Thursday March 16, 2023 for the adoption of the Calendar for the Day and has established a pre-filing requirement for amendments offered to those bills. THE MOTION PREVAILED.


The meeting was adjourned at 10:13 am.

Governor's biennial budget established for Department of Labor and Industry, Workers' Compensation Court of Appeals, and Bureau of Mediation Services; earned sick and safe time provided; agricultural and food processing workers protected; nursing home workforce standards established; petroleum refinery workers protected; combative sports modified; miscellaneous policy provisions modified; reports required; and money appropriated.
--- HF2754 (Acomb) Department of Commerce biennial budget established; insurance governing provisions modified; strengthen Minnesota homes program established; money transmitters regulated; energy, renewable energy, and utility regulation governing provisions established and modified; state competitiveness fund established; technical changes made; penalties established; administrative rulemaking authorized; reports required; and money appropriated.
