MINUTES

Representative Frank Hornstein, Chair of the Transportation Finance and Policy Committee, called the meeting to order at 8:30 A.M., on February 28, 2023 in Room 120 of the State Capitol.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Petersburg moved that the minutes of February 21, 2023, be adopted. THE MOTION PREVAILED.

HF1349 (Tabke) Allowed uses for various accounts modified, bikeway stablished, Indian employment preference established, legislative routes removed, mandated reports terminated, direct negotiation for small construction projects authorized, appropriations amended, and technical and clarifying corrections made.

Chair Hornstein moved that HF1349 be placed on the General Register.

Chair Hornstein moved the A1 amendment to HF1349. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Petersburg moved the A2 amendment to HF1349. THE MOTION PREVAILED THE AMENDMENT WAS ADOPTED.

Representative Tabke presented HF1349, as amended.

Chair Hornstein renewed the motion that HF1349, as amended, be placed on the General Register. THE MOTION PREVAILED.

HF1320 (Norris) Driver and Vehicle Services work provisions modified, including modifying ignition interlock program, eliminating license reinstatement knowledge examinations, and establishing criminal penalty for obstructing DVS employees.

Chair Hornstein moved that HF1320 be referred to the Public Safety Finance and Policy Committee.

Representative Norris moved the A1 amendment to HF1320. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norris moved the A2 amendment to HF1320. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Hornstein moved that HF1309 be referred to the Public Safety Finance and Policy Committee.

Representative Norris presented HF1309.

Chair Hornstein moved that HF1550 be laid over for possible inclusion in a Transportation Finance and Policy omnibus bill.

Chair Hornstein moved that HF1910 be laid over for possible inclusion in a Transportation Finance and Policy omnibus bill.

Chair Hornstein moved that HF1178 be placed on the General Register.
