MINUTES

Representative Frank Hornstein, Chair of the Transportation Finance and Policy Committee, called the meeting to order at 08:31 A.M., on March 17, 2023, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Petersburg moved the minutes of March 16, 2023. THE MOTION PREVAILED.

HF2183 (Elkins) Driver and vehicle services provisions modified, full-service providers established, full-service providers allowed to provide copies of driver and vehicle records, filing fees increased for driver’s license applications, requirement for new Minnesota residents to take written driver’s license exam eliminated, access to driver and vehicle services information system provisions modified, various changes made to driver and vehicle services procedures, report required, and money appropriated.

Chair Hornstein moved that HF2183 be laid over for possible inclusion in a future Transportation Finance and Policy omnibus bill.

Representative Elkins presented HF2183.

Chair Hornstein renewed the motion that HF2183 be laid over for possible inclusion in a future Transportation Finance and Policy omnibus bill. The bill was laid over.

HF2677 (Kraft) Metropolitan Council; climate action plan as part of comprehensive plan content required, land use study and report to legislature by council required, and money appropriated.

Chair Hornstein moved that HF2677 be rereferred to the Committee on State and Local Government Finance and Policy.

Representative Kraft moved the DE1 amendment to HF2677. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Kraft presented HF2677, as amended.
