1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [124D.2211] AFTER-SCHOOL COMMUNITY LEARNING
1.4PROGRAMS.
1.5    Subdivision 1. Establishment. A competitive statewide after-school community
1.6learning grant program is established to provide grants to community or nonprofit
1.7organizations, political subdivisions, for profit or nonprofit child care centers or
1.8school-based programs that serve youth after school or during nonschool hours. The
1.9commissioner shall develop criteria for after-school community learning programs.
1.10    Subd. 2. Program outcomes. The expected outcomes of the after-school
1.11community learning programs are to:
1.12    (1) increase school connectedness of participants;
1.13    (2) increase academic achievement of participating students in one or more core
1.14academic areas;
1.15    (3) increase the capacity of participants to become productive adults; and
1.16    (4) prevent truancy from school or prevent juvenile crime.
1.17    Subd. 3. Grants. An applicant shall submit an after-school community learning
1.18program proposal to the commissioner. The submitted plan must include:
1.19    (1) collaboration with and leverage of existing community resources that have
1.20demonstrated effectiveness;
1.21    (2) outreach to children and youth; and
1.22    (3) involvement of local governments, including park and recreation boards or
1.23schools, unless no government agency is appropriate.
1.24    Proposals will be reviewed and approved by the commissioner. Approved proposals
1.25are subject to receiving funding.

2.1    Sec. 2. APPROPRIATION; AFTER-SCHOOL COMMUNITY LEARNING
2.2GRANTS.
2.3    $5,000,000 in fiscal year 2008 is appropriated from the general fund to the
2.4commissioner of education for the purposes of section 1. The commissioner shall hire
2.5one full-time equivalent staff person to administer the statewide after-school community
2.6learning grant program. This appropriation is added to the agency's base beginning
2.7in fiscal year 2009."
