1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 124D.13, subdivision 2, is amended to
1.4read:
1.5    Subd. 2. Program characteristics. (a) Early childhood family education programs
1.6are programs for children in the period of life from birth to kindergarten, for the parents
1.7and other relatives of these children, and for expectant parents. To the extent that funds
1.8are insufficient to provide programs for all children, early childhood family education
1.9programs should emphasize programming for a child children from birth to age three,
1.10and encourage parents and other relatives to for children at-risk of not being ready for
1.11kindergarten and their parents. Program providers may seek recommendations from the
1.12commissioner of human services on early learning for children birth to age three and from
1.13the commissioner of education on educational progress for children ages three to five.
1.14Program providers also are encouraged to involve four- and five-year-old children and
1.15their families in school readiness programs, and other public and nonpublic early learning
1.16programs. Early childhood family education programs may include the following:
1.17    (1) programs to educate parents and other relatives about the physical, mental,
1.18and emotional development of children;
1.19    (2) programs to enhance the skills of parents and other relatives in providing for
1.20their children's learning and development;
1.21    (3) learning experiences for children and parents and other relatives that promote
1.22children's development;
1.23    (4) activities designed to detect children's physical, mental, emotional, or behavioral
1.24problems that may cause learning problems;
1.25    (5) activities and materials designed to encourage self-esteem, skills, and behavior
1.26that prevent sexual and other interpersonal violence;
1.27    (6) educational materials which may be borrowed for home use;
2.1    (7) information on related community resources;
2.2    (8) programs to prevent child abuse and neglect;
2.3    (9) other programs or activities to improve the health, development, and school
2.4readiness of children; or
2.5    (10) activities designed to maximize development during infancy.
2.6    The programs must not include activities for children that do not require substantial
2.7involvement of the children's parents or other relatives. The programs must be reviewed
2.8periodically to assure the instruction and materials are not racially, culturally, or sexually
2.9biased. The programs must encourage parents to be aware of practices that may affect
2.10equitable development of children.
2.11    (b) For the purposes of this section, "relative" or "relatives" means noncustodial
2.12grandparents or other persons related to a child by blood, marriage, adoption, or foster
2.13placement, excluding parents.
2.14EFFECTIVE DATE.This section is effective the day following final enactment.

2.15    Sec. 2. Minnesota Statutes 2006, section 124D.13, is amended by adding a subdivision
2.16to read:
2.17    Subd. 13. Program plan. An early childhood family education program provider
2.18must submit a biennial plan to the commissioner for approval, in the form and manner
2.19the commissioner determines, that describes how the program provides parent education
2.20and ensures participation by families that are representative of the school district. A
2.21provider must comply with the content of its approved plan. The commissioner may
2.22require additional program-related information from a provider.
2.23EFFECTIVE DATE.This section is effective for the 2007-2008 school year and
2.24later.

2.25    Sec. 3. Minnesota Statutes 2006, section 124D.135, subdivision 1, is amended to read:
2.26    Subdivision 1. Revenue. The revenue for early childhood family education
2.27programs for a school district equals $112 $120 for fiscal year 2007 2008 and later, times
2.28the greater of:
2.29    (1) 150 180; or
2.30    (2) the number of people under five years of age residing in the district on October 1
2.31of the previous school year.
2.32EFFECTIVE DATE.This section is effective July 1, 2007.

2.33    Sec. 4. Minnesota Statutes 2006, section 124D.135, subdivision 6, is amended to read:
3.1    Subd. 6. Home visiting levy. A district that enters into a collaborative agreement
3.2to provide education services and social services to families with young children may
3.3levy an amount equal to $1.60 $3.20 times the number of people under five years of age
3.4residing in the district on September 1 of the last school year. Levy revenue under this
3.5subdivision must not be included as revenue under subdivision 1. The revenue must be
3.6used for home visiting programs under section 124D.13, subdivision 4, and may include
3.7hospital visits for families with newborn children.
3.8EFFECTIVE DATE.This section is effective July 1, 2007.

3.9    Sec. 5. PARENT EDUCATION GRANTS FOR AT-RISK FAMILIES.
3.10    Subdivision 1. Establishment; application. (a) A two-year grant program for fiscal
3.11years 2008 and 2009 is established to permit local, community-based organizations to
3.12provide coordinated, targeted, and culturally appropriate parent education programs and
3.13services to diverse, economically disadvantaged, and underserved families. The programs
3.14and services must be premised on collaboration among community-based organizations
3.15and must be delivered using community-based provider networks.
3.16    (b) Community-based organizations interested in supporting early childhood
3.17development, children's school readiness, and effective parenting and able to coordinate
3.18the efforts of effective community-based providers may apply to the education
3.19commissioner, in the form and manner the commissioner determines, for a grant under
3.20this section. Interested applicants must have sufficient organizational resources to
3.21effectively administer the program, ensure strict financial accountability, provide useful
3.22periodic reports, and effectively evaluate the program outcomes. The application
3.23must state the applicant's organizational resources and how the applicant will ensure
3.24collaboration among community-based organizations and deliver coordinated, targeted,
3.25and culturally appropriate parent education programs and services to diverse, economically
3.26disadvantaged and underserved families. The commissioner may require additional
3.27information from an applicant.
3.28    Subd. 2. Grant awards and proceeds. (a) Only those applicants the commissioner
3.29determines have satisfied the requirements of subdivision 1 are eligible to receive grants.
3.30The commissioner may elect to give funding priority to qualified applicants based upon:
3.31    (1) the location of the proposed programs and services;
3.32    (2) the number of children and families that would participate;
3.33    (3) the days and times the programs and services are available to children and
3.34families; or
4.1    (4) the willingness of the applicant to work with other entities providing programs
4.2and services to parents with young, at-risk children.
4.3    (b) The commissioner may award up to ... grants. Grant recipients must be located
4.4throughout the state to the extent feasible. The commissioner must calculate the grant
4.5amount based on the number of children and families expected to participate. Grantees
4.6must use the grant to provide coordinated, targeted, and culturally appropriate parent
4.7education programs and services to diverse, economically disadvantaged, and underserved
4.8families, consistent with this section.
4.9    Subd. 3. Evaluation. The commissioner must provide for an evaluation of
4.10the grantees and recommend to the Education Policy and Finance Committees of the
4.11legislature by February 15, 2010, whether or not to make parent education programs
4.12available statewide.
4.13EFFECTIVE DATE.This section is effective July 1, 2007.

4.14    Sec. 6. APPROPRIATION.
4.15    $....... in fiscal year 2008 and $....... in fiscal year 2009 is appropriated from the
4.16general fund to the commissioner of education for parent education grants under section 5.
4.17EFFECTIVE DATE.This section is effective July 1, 2007."
