1.26dioxide reductions from energy conservation programs. When approving projects, the
1.27commissioner shall consider proposals and comments from utilities and other interested
2.1parties. The commissioner may assess up to $3,600,000 annually for the purposes of
2.2this subdivision. The assessments must be deposited into the energy and conservation
