1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. Minnesota Statutes 2006, section 156.001, is amended by adding a
1.4subdivision to read:
1.5    Subd. 3a. Animal chiropractic. "Animal chiropractic" means a system of treating
1.6diseases by manipulation of the vertebral column.

1.7    Sec. 2. Minnesota Statutes 2006, section 156.001, is amended by adding a subdivision
1.8to read:
1.9    Subd. 3c. Artificial insemination. "Artificial insemination" means the implanting
1.10of live spermatozoa into a female animal.

1.11    Sec. 3. Minnesota Statutes 2006, section 156.001, is amended by adding a subdivision
1.12to read:
1.13    Subd. 6b. Farriery. "Farriery" means techniques used by a farrier or blacksmith
1.14including trimming hooves and making, fitting, and remodeling horseshoes.

1.15    Sec. 4. Minnesota Statutes 2006, section 156.001, is amended by adding a subdivision
1.16to read:
1.17    Subd. 8a. Massage. "Massage" means systematic therapeutic stroking or kneading
1.18of the body or a specific body part of an animal to improve circulation and muscle
1.19function, release scar tissue, or produce relaxation.

1.20    Sec. 5. Minnesota Statutes 2006, section 156.001, is amended by adding a subdivision
1.21to read:
1.22    Subd. 10a. Teeth floating. "Teeth floating" for horses and other equine animals
1.23means:
1.24    (1) removal of enamel points from teeth with hand-held, nonmotorized,
1.25non-air-powered files or rasps;
2.1    (2) reestablishing normal molar table angles and freeing up lateral excursion and
2.2other normal movements of the mandible;
2.3    (3) shaping the lingual aspect of the lower arcades and the buccal aspect of the upper
2.4arcades to a rounded smooth surface; and
2.5    (4) removing points from the buccal aspect of the upper arcade and the lingual
2.6aspect of the lower arcade.

2.7    Sec. 6. Minnesota Statutes 2006, section 156.12, subdivision 1, is amended to read:
2.8    Subdivision 1. Practice. (a) The practice of veterinary medicine, as used in this
2.9chapter, shall mean the diagnosis, treatment, correction, relief, or prevention of animal
2.10disease, deformity, defect, injury, or other physical or mental conditions; the performance
2.11of obstetrical procedures for animals, including determination of pregnancy and correction
2.12of sterility or infertility; and the rendering of advice or recommendations with regard to
2.13any of the above. The practice of veterinary medicine shall include but not be limited to
2.14the prescription or administration of any drug, medicine, biologic, apparatus, application,
2.15anesthetic, or other therapeutic or diagnostic substance or technique.
2.16    (b) The practice of veterinary medicine shall not be construed to include the
2.17dehorning of cattle and goats or, the castration of cattle, swine, goats, and sheep, or the
2.18docking of sheep, artificial insemination, teeth floating, farriery, animal chiropractic,
2.19massage, or other treatments of similar or less risk or requiring similar or less formal
2.20veterinary education employed to maintain domestic animals in good health.

2.21    Sec. 7. REPEALER.
2.22Minnesota Statutes 2006, section 156.075, is repealed."
