1.3    "Sec. ... COMMISSION ON INNOVATION; APPROPRIATION.
1.4    Subdivision 1. Commission on Innovation. By October 1, 2009, the Office of
1.5Grants Management shall establish the Commission on Innovation. The commission shall
1.6be comprised of nine members. Five members shall be appointed by the governor. Two
1.7members shall be appointed by the speaker of the house. Two members shall be appointed
1.8by the Senate Rules and Administration Subcommittee on Committees.
1.9    Subd. 2. Duties; report. The Commission on Innovation shall study and make
1.10recommendations on improving collaborative activities between the state, nonprofit
1.11entities, and the private sector. The commission shall report its recommendation to the
1.12legislature by January 15, 2010.
1.13    Subd. 3. Grant study and program. The Commission on Innovation shall make
1.14recommendations on a process for awarding grants from the community solutions grant
1.15fund established under section .., subdivision 1, to eligible not-for-profit organizations
1.16to expand successful initiatives that have demonstrated measurable, positive results in
1.17addressing high-priority community issues. In developing the recommendations, the
1.18Commission on Innovation shall consider methods to consider initiatives that can be
1.19duplicated by others such that the programmatic approach can be brought to regional
1.20or statewide scale. The Commission on Innovation shall also consider methods to
1.21encourage initiatives that will become self-sustaining without state funds within five
1.22years. The Commission on Innovation shall consider two to four high-priority issue areas
1.23as the initial focus of the community solutions grants. The commission shall report its
1.24recommendations by January 15, 2010.
2.1    Subd. 4. Appropriation. $200,000 is transferred in fiscal year 2010 only from the
2.2community solutions fund to the commission for the study and report required by this
2.3section. The appropriation is available until expended or until the commission expires.
2.4    Subd. 5. Expiration. The commission sunsets 30 days after the required report in
2.5subdivision 2 is delivered to the legislature.

2.6    Sec. ... COMMUNITY SOLUTIONS GRANTS; APPROPRIATION.
2.7    Subdivision 1. Community solutions grant fund. A community solutions
2.8grant fund is established within the Department of Administration, Office of Grants
2.9Management, to receive funds as provided for in subdivision 2.
2.10    Subd. 2. Appropriation. In fiscal year 2010, $200,000 shall be appropriated to the
2.11community solutions grant fund.
2.12EFFECTIVE DATE.This section is effective July 1, 2009, and sunsets on July
2.131, 2019."
