1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. [16A.697] CONTRACTING REQUIREMENTS FOR CERTAIN
1.4BOND PROCEEDS RECIPIENTS.
1.5    Subdivision 1. Use of proceeds. (a) For the purposes of this section, "bond proceeds
1.6recipient" includes:
1.7(1) an agency under section 16A.011, subdivision 2;
1.8(2) the Minnesota State Colleges and Universities;
1.9(3) the University of Minnesota; or
1.10(4) after January 1, 2012, counties, municipalities, and other political subdivisions of
1.11the state.
1.12(b) Before a bond proceeds recipient may spend money from the bond proceeds fund
1.13established under section 16A.631, the bond proceeds recipient must require as part of any
1.14bid or proposal for a contract or agreement from any business, a plan to:
1.15(1) recruit individuals to perform work who are unemployed, especially targeting
1.16communities experiencing disproportionately high rates of unemployment including, but
1.17not limited to, low-income, rural, and tribal communities and communities of color;
1.18(2) recruit individuals to perform work from available training providers, including,
1.19but not limited to, opportunities industrialization centers, construction trades unions, tribal
1.20colleges or nonprofits working in tribal communities, community action partnerships, and
1.21nonprofit organizations providing pertinent job training;
1.22(3) disseminate information about subcontract and employment opportunities
1.23generated by bond proceeds to disadvantaged groups, including, but not limited to,
1.24low-income, rural, and tribal communities and communities of color; and
1.25(4) for building construction, renewal, and renovation projects, demonstrate the total
1.26calculated and document the actual calculated energy savings created by the project.
2.1    Subd. 2. Reporting requirements. (a) A bond proceeds recipient shall report
2.2electronically to the commissioner of employment and economic development a complete
2.3accounting of the following:
2.4(1) within six months of the awarding of project contracts, and every six months
2.5thereafter until the completion of a project, the number of jobs created and retained by the
2.6project, and the total number of hours worked by individuals from low-income, rural, and
2.7tribal communities and communities of color;
2.8(2) within six months of the awarding of project contracts, and every six months
2.9thereafter until the completion of a project, the number of workers recruited from available
2.10apprentice and training programs, including the name and location of the program, total
2.11number of hours worked, and length of job retention;
2.12(3) within six months of the awarding of project contracts, a detailed description of
2.13contract and employment information dissemination efforts to disadvantaged groups; and
2.14(4) within six months of the completion of building construction, renovation, and
2.15renewal projects, the total calculated and actual energy savings for the project.
2.16(b) The commissioner of employment and economic development shall compile the
2.17data and reports submitted under paragraph (a) and shall prepare an annual summary
2.18report that shall be submitted electronically by January 15 of each year beginning in 2011
2.19to the chairs and ranking minority members of the legislative committees and divisions
2.20with jurisdiction over capital investment and the Department of Management and Budget."
