1.3Page 93, line 23, delete section 4, and insert:

1.4    "Sec. 4. Minnesota Statutes 2008, section 150A.06, is amended by adding a subdivision
1.5to read:
1.6    Subd. 1d. Oral health practitioners. (a) A person of good moral character who has
1.7graduated with a baccalaureate degree or a master's degree from an oral health practitioner
1.8education program may apply for licensure. An applicant must have graduated from a
1.9program that provides didactic education from a higher education program approved by
1.10the board and clinical training from an institution accredited by the Commission on Dental
1.11Accreditation to provide training for invasive dental surgical procedures.
1.12(b) The applicant must submit an application and fee as prescribed by the board and
1.13a diploma or certificate from an oral health practitioner education program. Prior to being
1.14licensed, the applicant must pass a comprehensive, competency-based clinical examination
1.15that is approved by the board and administered independently of an institution providing
1.16oral health practitioner education. The applicant must also pass an examination testing
1.17the applicant's knowledge of the Minnesota laws and rules relating to the practice of
1.18dentistry. An applicant who has failed the clinical examination twice is ineligible to retake
1.19the clinical examination until further education and training are obtained as specified by
1.20the board. A separate, nonrefundable fee may be charged for each time a person applies.
1.21An applicant who passes the examination in compliance with subdivision 2b, abides by
1.22professional ethical conduct requirements, and meets all the other requirements of the
1.23board shall be licensed as an oral health practitioner."
