"Sec. 18. RATE SETTING.
1.6The commissioner shall recommend a new statewide rate setting methodology for
1.7intensive residential and nonresidential mental health services to the chairs and ranking
1.8minority members of the standing legislative committees with jurisdiction over health
1.9and human services no later than January 10, 2010. The new rate setting methodology
1.10shall be fiscally neutral and consistent with federal and state Medicaid rules, regulations,
1.11procedures, and practices. In developing the recommendations for the new rate setting
1.12methodology, the commissioner shall actively engage consumers, their family members,
1.13and advocates; providers; counties; and health plans.
