1.1.................... moves to amend H.F. No. 1813, the first engrossment, as follows:
1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. REORGANIZATION SERVICES UNDER MASTER CONTRACT.
1.4By September 1, 2012, the commissioner of administration must make available
1.5under a master contract program a list of eligible contractors who can assist state agencies
1.6in:
1.7(1) reorganization along service rather than functional lines in order to provide
1.8more efficient and effective service; and
1.9(2) internal reorganization in order to flatten the organizational structure by requiring
1.10that decisions are made closer to the service needed, eliminating redundancies, and
1.11optimizing the span of control ratios to public and private sector industry benchmarks.
1.12The commissioner of administration must report to the legislature by January
1.1315, 2013, and January 15, 2014, on state agency use of eligible contractors under this
1.14section, and on improvements in efficiency and effectiveness of state services as a result of
1.15services provided by contractors."
1.16Delete the title and insert:
1.18relating to state government; providing for availability of contractors to assist
1.19state agencies in certain reorganization."
