2.20funding. Appropriations made directly
2.21to the Minnesota State Arts Board shall

4.8the 12 Minnesota regional library systems,
4.9to provide educational opportunities in
4.10the arts, history, literary arts, and cultural
4.11heritage of Minnesota. These funds shall be
4.12allocated using the formula in Minnesota
4.13Statutes, section 134.355, subdivisions 3,
4.144, and 5, with the remaining25 percent to
4.15be distributed to all qualifying systems with
4.16an amount proportionate to the number of
4.17qualifying system entities in each system. A
4.18"qualifying system entity" shall be defined
4.19for the purposes of this section as a public
4.20library, a regional library system, a regional
4.21library system headquarters, a county,
4.22or an outreach service program. These
4.23funds may be used to sponsor programs
4.24provided by regional libraries or to provide
4.25grants to local arts and cultural heritage
4.26programs for programs in partnership with
4.27regional libraries. These funds shall be
4.28distributed in ten equal payments per year.
4.29Notwithstanding Minnesota Statutes, section
4.3016A.28, the appropriations encumbered on or
4.31before June 30, 2015, as grants or contracts
4.32in this subdivision are available until June
4.3330, 2017.

Subd. 5.Minnesota Historical Society

5.2governing board of the Minnesota Historical
5.3Society to preserve and enhance access to
5.4Minnesota's history and its cultural and
5.5historical resources. Grant agreements
5.6entered into by the Minnesota Historical

5.8in this subdivision shall ensure that
5.9these funds are used to supplement and
5.10not substitute for traditional sources of
5.11funding. Funds directly appropriated to the
5.12Minnesota Historical Society shall be used to
5.13supplement, and not substitute for, traditional
5.14sources of funding. Notwithstanding
5.15Minnesota Statutes, section 16A.28, for
5.16historic preservation projects that improve
5.17historic structures, the amounts are available
5.18until June 30, 2017. The Historical Society
5.19or grant recipients of the Historical Society
5.20using arts and cultural heritage funds under
5.21this subdivision must give consideration
5.22to the Conservation Corps Minnesota for
5.23projects with the potential to need historic
5.24preservation services.

(a) Statewide Historic and Cultural Grants

5.27second year are for history programs and
5.28projects operated or conducted by or through
5.29local, county, regional, or other historical
5.30or cultural organizations; or for activities
5.31to preserve significant historic and cultural
5.32resources. Funds are to be distributed through
5.33a competitive grants process. The Minnesota
5.34Historical Society shall administer these
5.35funds using established grants mechanisms,
5.36with assistance from the advisory committee
6.1created under Laws 2009, chapter 172, article
6.24, section 2, subdivision 4, paragraph (b),
6.3item (ii).

11.16and Cultural Heritage Grants Program for
11.17children's museums. The board of directors
11.18shall solicit proposals and award grants
11.19to children's museums for projects and
11.20programs that maintain or promote our
11.21cultural heritage. Grant recipients must
11.22provide a nonstate cash match of at least 25
11.23percent of the total eligible project costs.

(c) Minnesota Children's Museum

16.7    Sec. 3. Minnesota Statutes 2012, section 129D.19, subdivision 1, is amended to read:
16.8    Subdivision 1. Applicability. This section applies only to the Association of
16.9Minnesota Public Educational Radio Stations and the noncommercial radio stations that
16.10are members of the Association of Minnesota Public Educational Radio Stations.

16.11    Sec. 4. Minnesota Statutes 2012, section 129D.19, subdivision 2, is amended to read:
16.12    Subd. 2. Use of grant funds. Money appropriated from the Minnesota arts and
16.13cultural heritage fund may be designated to make grants to the Association of Minnesota
16.14Public Educational Radio Stations and its member stations, noncommercial radio stations,
16.15as defined in section 129D.14, subdivision 2. Grants received under this section must be
16.16used to create, produce, acquire, or distribute programs that educate, enhance, or promote
16.17local, regional, or statewide items of artistic, cultural, or historic significance. Grant funds
16.18may be used to cover any expenses associated with the creation, production, acquisition,
16.19or distribution of noncommercial radio programs through broadcast.

16.20    Sec. 5. Laws 2001, chapter 193, section 10, is amended to read:
16.21    Sec. 10. CAPITOL CAFETERIA; WINE AND BEER LICENSE.
16.22    Notwithstanding Minnesota Statutes, section 340A.412, subdivision 4, paragraph (a),
16.23clause (2), the city of St. Paul may shall issue an on-sale wine and malt liquor license for
16.24the premises known as the capitol cafeteria, for special events held at the capitol cafeteria.
16.25EFFECTIVE DATE.Section 5 is effective the day after the governing body of
16.26St. Paul and its chief clerical officer timely complete this compliance with Minnesota
16.27Statutes, section 645.021, subdivisions 2 and 3.

16.28    Sec. 6. MINNESOTA ORCHESTRA; SAINT PAUL CHAMBER ORCHESTRA.
16.29(a) The commissioner of management and budget must recapture funds that have
16.30been expended to either the Minnesota Orchestra or to the Saint Paul Chamber Orchestra
16.31from the arts and cultural heritage fund 30 days after the enactment of this section, and
17.1return the funds to the arts and cultural heritage fund, if either orchestra has not settled
17.2on an agreement to end the labor dispute and begun performances with the previously
17.3contracted musicians. Any grant agreement with a Minnesota state agency with either the
17.4Minnesota Orchestra or the Saint Paul Chamber Orchestra shall be canceled 30 days after
17.5the enactment of this section, and any unexpended funds returned to the arts and cultural
17.6heritage fund, if either the Minnesota Orchestra or the Saint Paul Chamber Orchestra have
17.7not settled on an agreement to end the labor dispute and begun performances with the
17.8previously contracted musicians.
17.9(b) Any money returned to the arts and cultural heritage fund through paragraph
17.10(a) shall be appropriated to the Minnesota Arts Board for grants to programs that employ
17.11orchestral musicians for live performances in Minnesota.
17.12EFFECTIVE DATE.This section is effective the day following final enactment."
