1.4"(a) The Legislative Energy Commission is requested to examine the technical,
1.5economic, and other barriers to converting areas of the state that currently use propane
1.6as an energy source to alternative sources of energy, including both renewable and
1.7nonrenewable fuels. Issues that may be examined include:
1.8(1) the cost of extending natural gas pipelines to currently unserved areas;
1.9(2) the relationship of the cost in clause (1) to the revenues that can be generated
1.10from adding new customers in sparsely-populated areas;
1.11(3) the adequacy of natural gas supplies to serve potential new customers in areas
1.12where natural gas service is extended;
1.13(4) issues with respect to natural gas pipeline capacity;
1.14(5) the costs required of individual customers who must convert heating and cooking
1.15appliances from propane to natural gas;
1.16(6) to the extent to which cost-effective investments in weatherization, energy
1.17efficiency, ground-source heat pumps, and solar thermal technology can reduce demand
1.18for propane; and
1.19(7) any other topics the commission deems relevant.
1.20(b) The commission is requested to share its findings, conclusions, and any
1.21recommendations for legislation that result from its examination of the issues in paragraph
1.22(a) in written form with the chairs and ranking minority members of the senate and house
1.23committees with jurisdiction over energy policy by January 15, 2015."
