1.2Delete everything after the enacting clause and insert:

1.3    "Section 1. GREEN JOBS DECONSTRUCTION PILOT PROGRAM.
1.4(a) $....... in fiscal year 2015 is appropriated from the general fund to the
1.5commissioner of employment and economic development for a grant to Better Futures
1.6Minnesota for a green jobs deconstruction pilot program to create new, green jobs in
1.7building deconstruction, reduce the amount of construction and demolition waste being
1.8sent to landfills, and establish markets for selling reclaimed materials. Better Futures
1.9Minnesota may partner with the opportunities industrialization center based in northern
1.10Minnesota to extend the pilot program statewide. The commissioner must monitor the
1.11activities and outcomes of the pilot program, including collection of data regarding the
1.12number of jobs created and the average salary of green jobs workers. This is a onetime
1.13appropriation and is available until expended.
1.14(b) $....... in fiscal year 2015 is appropriated from the general fund to the
1.15commissioner of the pollution control agency to develop incentives and community
1.16outreach to create markets for deconstruction in lieu of demolition. The commissioner
1.17must advise Better Futures Minnesota on administration of the pilot program, including
1.18assistance with development of building deconstruction into a viable, sustainable practice
1.19statewide, and shall monitor the activities and outcomes of the pilot program, including
1.20collection of information to calculate the amount of reduction in carbon emissions as
1.21a result of deconstruction projects completed through the program. This is a onetime
1.22appropriation and is available until expended.
1.23(c) The green jobs deconstruction pilot program must include activities that
1.24address the following objectives: test and develop safe, cost-effective techniques for
1.25deconstructing buildings; develop and implement a deconstruction training regimen
1.26that leads to certification; develop and build sustainable markets for reusable materials
1.27collected during the deconstruction process; create jobs for chronically unemployed
2.1adults, with a focus on adults who are homeless and at risk of returning to jail or prison;
2.2prepare model policies for state and local units of government to consider and adopt in an
2.3effort to establish building deconstruction as a sustainable, cost-effective practice; and
2.4document the environmental, social, and economic impact of deconstruction compared to
2.5the standing policy of demolition, including the amount of carbon emissions reduced by
2.6deconstruction and the reuse of natural resources."

2.8Amend the title accordingly
