1.3Page 40, after line 3, insert:

1.4    "Sec. 23. COMMUNITY DESTINATION SIGN PILOT PROGRAM.
1.5    Subdivision 1. Definition. (a) For purposes of this section, the following terms
1.6have the meanings given.
1.7(b) "City" means the city of Two Harbors.
1.8(c) "General retail services" means a business that sells goods or services at retail
1.9and directly to an end-use consumer. General retail services includes but is not limited to:
1.10(1) personal services;
1.11(2) repair services;
1.12(3) hardware stores;
1.13(4) lumber or building supply stores; and
1.14(5) automotive parts sellers.
1.15    Subd. 2. Pilot program established. In consultation with the city of Two Harbors,
1.16the commissioner of transportation shall establish a community destination sign pilot
1.17program for wayfinding within the city to destinations or attractions of interest to the
1.18traveling public.
1.19For purposes of Minnesota Statutes, chapter 173, signs under the pilot program are
1.20official signs.
1.21    Subd. 3. Signage, design. (a) The pilot program must include as eligible attractions
1.22and destinations:
1.23(1) minor traffic generators; and
1.24(2) general retail services, specified by business name, that are identified in a
1.25community wayfinding program established by the city.
2.1(b) The commissioner of transportation, in coordination with the city, may establish
2.2sign design specifications for signs under the pilot program. Design specifications must
2.3allow for placement of:
2.4(1) a city name and city logo or symbol; and
2.5(2) up to five attractions or destinations on a community destination sign assembly.
2.6    Subd. 4. Program costs. The city shall pay costs of design, construction,
2.7erection, and maintenance of the signs and sign assemblies under the pilot program. The
2.8commissioner shall not impose fees for the pilot program.
2.9    Subd. 5. Expiration. The pilot program under this section expires on January
2.101, 2022.
2.11EFFECTIVE DATE.This section is effective the day following final enactment."
