Representative Paul Thissen, Chair of the Committee, called the meeting to order at 8:13 A.M. on, Monday, March 19, 2007 in Room 5 of the State Office Building.

Chair Thissen moved that HF1287 be recommended to pass and re-referred to the Committee on Commerce and Labor.

Rep. Tschumper moved to amend HF1586 as follows:

Delete "voluntary" in lines 1.3, 1.21, 2.15.
Delete "without the need for a public subsidy" in line 2.26

Line 2.22; replace "the design of a fee for service plan or plans that will" with "how to contract directly with providers to"
Line 2.25; delete "offering fee for service coverage"

Rep. Tschumper moved to amend HF1586 as follows:

Line 2.20; insert "(2) possible utilization of the new Health Care Purchasing Unit in the Department of Health, formerly in the old Department of Employee Relations" and renmber old provisions (2) through (7) accordingly to make them (3) through (8)

THE AMENDMENT WAS ADOPTED.

Rep. Tschumper moved to amend HF1586 as follows:

Line 2.1; replace with "a House majority member appointed by the Speaker, and a Senate majority member appointed by the Subcommittee on Committees of the Senate Committee on Rules and Administration;"
Lines 2.2 and 2.4; insert ", or an alternate member designated by each chair," after the word "chair" in each line
Line 2.11; replace the period with "; and"
After line 2.11, add new lines as follows:
"(6) one union representative selected by each of the following groups by July 1, 2007:
(i) AFSCME;
(ii) Education Minnesota; and
(iii) MAPE:
(7) six members of the legislative minority as follows:
(i) three from the House selected by the House Minority Leader; and
(ii) three from the Senate selected by the Senate Minority Leader;
(8) one representative selected by the Minnesota Business Partnership by July 1, 2007; and
(9) one representative selected by the Metropolitan Independent Business Association by July 1,
