Education New Laws

Several education provisions became law during the 2001 legislative session along with the omnibus funding laws.

Special education resolution

Both the House and Senate passed a resolution that urges Congress to make good on its promise to fund 40 percent of special education costs. The resolution will be sent to Congress, which has historically only provided an average special education funding level of 13 percent.
The measure that passed both the House and the Senate was sponsored by Rep. Lyndon Carlson (DFL-Crystal) and Sen. Ann H. Rest (DFL-New Hope).

Teacher certification

Another plan that became law in 2001 will allow teacher candidates enrolled in accredited teacher coursework by Jan. 1, 2000 would be eligible to complete the program under old licensure rules with a deadline of Sept. 1, 2003 to apply for licensure.
The law, which is effective Jan. 17, 2001, was sponsored by Rep. Marty Seifert (R-Marshall) and Sen. John Hottinger (DFL-Mankato).
