Recreation New Laws

Improved access

Two bills that would fund what some call a long overdue project were included in an omnibus bill passed in 2001.
Sponsored by Rep. Ron Abrams (R-Minnetonka) and Sen. Martha Robertson (R-Minnetonka), the laws (HF145/SF121) and (HF146/SF122) appropriate $2.85 million from to the commissioner of natural resources in cooperation with the city of Minnetonka for site preparation and construction of a multi-use water access on Grays Bay, Lake Minnetonka.
Rep. Mark Holsten (R-Stillwater) and Sen. Leonard Price (DFL-Woodbury) sponsored the omnibus bill.

Trail creation

A new law establishes the Minnesota River trail from the entrance to Big Stone Lake State Park and connecting to the Minnesota Valley trail at the city of LeSueur.
The $1.4 million for the project comes from the reappropriation of a 1998 appropriation for a trail in Yellow Medicine and Chippewa counties.
Rep. James T. Clark (R-New Ulm) and Sen. Dean Johnson (DFL-Willmar) sponsored HF1073/SF1045*. The proposal was included in the omnibus environment and natural resources law.
2001 Special Session: HF10/SF10*/CH2

More soccer fields

The Minnesota Amateur Sports Commission now has the authority to make matching grants to political subdivisions to develop new fields for amateur soccer. The law also requires each grant to be matched by recipient communities, and sets up a monetary requirement for such.
No money was appropriated for this, just the authority to make grants.
The law (HF18/SF144*) was sponsored by Rep. Harry Mares (R-White Bear Lake) and Sen. James Metzen (DFL-South St. Paul). It was included in the omnibus state government finance law.
2001 Special Session: HF9/SF9*/CH10
