1.1 A house concurrent resolution 1.2 honoring the life and service of the late Regents' 1.3 Professor John R. Borchert for his countless 1.4 contributions to the University and the state of 1.5 Minnesota. 1.6 1.7 WHEREAS, Dr. John R. Borchert served his country with 1.8 distinction in World War II as part of "The Greatest 1.9 Generation"; and 1.10 WHEREAS, Dr. Borchert constantly challenged people to make 1.11 existing institutions respond to newly identified needs, 1.12 displayed unbounded curiosity about every place he visited and 1.13 studied, and saw something positive in every person he met; and 1.14 WHEREAS, Dr. Borchert inspired three generations of 1.15 students at the University of Minnesota to investigate their 1.16 surroundings, understand their place in the world, leave it a 1.17 better place than they found it, and go on to public and 1.18 university service; and 1.19 WHEREAS, Dr. Borchert applied his knowledge and exercised 1.20 his citizenship in the service of local land use planning and 1.21 highway efforts through service in Golden Valley, the St. Croix 1.22 River valley, the Metropolitan Council, the University's Center 1.23 for Urban and Regional Affairs, the Minnesota Planning Agency, 1.24 the Minnesota Department of Transportation, the Legislative 1.25 Commission on Minnesota Resources, the Minnesota Experimental 2.1 City project, and countless task forces and committees; and 2.2 WHEREAS, Dr. Borchert always impressed upon legislators he 2.3 helped and other public officials the importance of acquiring 2.4 appropriate natural resource data before making significant 2.5 natural resource decisions; and 2.6 WHEREAS, Dr. Borchert was a pioneer in American in helping 2.7 develop modern Geographic Information Systems, then using his 2.8 extraordinary leadership in applying these information 2.9 techniques to help protect and plan wise use of Minnesota's 2.10 lands, lakes, and lakeshores; and 2.11 WHEREAS, Dr. Borchert served with distinction as a 2.12 University of Minnesota Regents' Professor Emeritus of 2.13 Geography, as President of the Association of American 2.14 Geographers, as a contributing member of the National Academy of 2.15 Sciences, as writer of several important books on national and 2.16 state issues, and as the winner of several national and state 2.17 awards; NOW, THEREFORE, 2.18 BE IT RESOLVED by the House of Representatives, the Senate 2.19 concurring, that it honors the great and many contributions Dr. 2.20 Borchert made to our University, to the state entities that he 2.21 wisely counselled, to the many students urged on to make further 2.22 contributions, and to all the state's citizens. 2.23 BE IT FURTHER RESOLVED that the Chief Clerk of the House of 2.24 Representatives is directed to prepare enrolled copies of this 2.25 resolution, to be authenticated by his signature and those of 2.26 the Speaker of the House of Representatives, the Chair of the 2.27 Senate Rules and Administration Committee, and the Secretary of 2.28 the Senate, and transmit them to the family of Dr. John R. 2.29 Borchert, the President of the University of Minnesota, the 2.30 Chair of the Board of Regents, the Chair of the University of 2.31 Minnesota Geography Department, the Director of the Center for 2.32 Urban and Regional Affairs, and the Governor of Minnesota.
