04-3938 1.1 A resolution 1.2 proposing a change in the temporary rules of the House 1.3 of Representatives to allow members to choose an 1.4 alternative payment plan. 1.5 1.6 BE IT RESOLVED by the House of Representatives, that Rule 1.7 8.01 of the Temporary Rules of the House of Representatives is 1.8 amended to read: 1.9 8.01 BUDGET AND FINANCIAL AFFAIRS. The House Controller 1.10 must prepare a biennial budget for the House. The budget must 1.11 be approved by the Committee on Rules and Legislative 1.12 Administration before it is submitted to the State Government 1.13 Finance Committee. By the 15th day of April, July, October, and 1.14 January of each year, the Controller must submit a detailed 1.15 report of House expenditures during the previous quarter to the 1.16 Speaker and the Committee on Rules and Legislative 1.17 Administration. 1.18 The House Controller must arrange for the purchase of goods 1.19 and services for the House. The Controller must seek the lowest 1.20 possible prices consistent with satisfactory quality and 1.21 dependability. A contract of the House, or an amendment to a 1.22 contract, authorizing an expenditure of more than $500 must be 1.23 signed by the Speaker or the Controller. A contract, or an 1.24 amendment to a contract, authorizing an expenditure of up to 1.25 $500 may be executed by an employee authorized and directed in 2.1 writing by the Controller to act for the Controller on the 2.2 contract or contracts of its type. A contract or amendment to a 2.3 contract entered into in violation of this Rule is not binding 2.4 on the House. 2.5 Employees of the House must be reimbursed for actual 2.6 expenses in the same manner as state employees. 2.7 During session, for travel away from the Capitol, members 2.8 must be reimbursed for actual expenses, in addition to per diem 2.9 expense allowances, in the manner and amount prescribed by the 2.10 Committee on Rules and Legislative Administration. 2.11 The House Controller shall provide for an annual choice by 2.12 members between the following payment plans: 2.13 (1) 12 equal monthly payments; or 2.14 (2) payments for each of the first five months of the year 2.15 equal to 15 percent of the member's salary and the remainder of 2.16 the salary paid in equal payments over the remaining seven 2.17 months.
