05-4120 1.1 A house resolution 1.2 recognizing the flag of the Republic of Vietnam as the 1.3 official symbol of the Vietnamese American Community 1.4 of Minnesota. 1.5 WHEREAS, Vietnamese Americans were forced to flee Vietnam 1.6 in fear of the government's campaign of retribution and 1.7 persecution after the fall of Saigon in 1975; and 1.8 WHEREAS, the current government of Vietnam is a 1.9 nondemocratic, one-party system that does not provide basic 1.10 human rights and civil liberties to its citizens, and to 1.11 Vietnamese Americans the flag of that government is a symbol of 1.12 repression; and 1.13 WHEREAS, dating back to 1948, the yellow flag with three 1.14 red stripes is a symbol of resilience, freedom, and democracy 1.15 and the majority of Vietnamese Americans embrace and honor that 1.16 flag as the symbol of the Vietnamese American Community; and 1.17 WHEREAS, the State of Minnesota recognizes the large number 1.18 of Vietnamese Americans and residents of Vietnamese descent in 1.19 the state and the substantial cultural, religious, political, 1.20 and business contributions they have made; and 1.21 WHEREAS, Vietnamese Americans have shown their desire that 1.22 the yellow flag with three red strips be recognized as the 1.23 official flag of the Vietnamese American Community; NOW, 1.24 THEREFORE, 1.25 BE IT RESOLVED by the House of Representatives of the State 2.1 of Minnesota that it recognizes the yellow flag with three red 2.2 stripes as the official flag of the Vietnamese American 2.3 Community. 2.4 BE IT FURTHER RESOLVED that the Chief Clerk of the House of 2.5 Representatives is directed to prepare an enrolled copy of this 2.6 resolution, to be authenticated by his signature and that of the 2.7 Speaker, and transmit it to the Vietnamese Refugee Community of 2.8 Minnesota.
