'Starting Line': Should states elect the president by popular vote?

According to the U.S. National Archives and Records Administration, there have been five instances where a president has been elected while not winning the popular vote. Most recently, Donald Trump won the presidential election by securing more electoral votes than Hilary Clinton despite Clinton receiving nearly 2.9 million more total votes than Trump.

This week on "Starting Line" we learn more about HF845. The proposed legislation sponsored by Rep. Mike Freiberg (DFL-Golden Valley) would enact in Minnesota the agreement among the states to elect the president by national popular vote.
