Representative Rick Hansen, Chair of the Environment and Natural Resources Finance and Policy Committee, called the meeting to order at 12:01 P.M. on April 24, 2024, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Pursell moved to approve the revised minutes from February 13, 2023. THE MOTION PREVAILED.

Representative Skraba moved to approve the revised minutes from March 1, 2023. THE MOTION PREVAILED.

Representative Brand moved to approve the revised minutes from March 15, 2023. THE MOTION PREVAILED.

Representative Heintzeman moved to approve the revised minutes from March 22, 2023. THE MOTION PREVAILED.

Representative Vang moved to approve the revised minutes from February 20, 2024. THE MOTION PREVAILED.

Representative Jacob moved to approve the revised minutes from March 5, 2024. THE MOTION PREVAILED.

Representative Lislegard moved to approve the revised minutes from March 6, 2024. THE MOTION PREVAILED.

Representative Gillman moved to approve the revised minutes from March 12, 2024. THE MOTION PREVAILED.

Representative Pursell moved to approve the minutes from April 17, 2024. THE MOTION PREVAILED.

HF5350 (Lislegard); Carbon sequestration and oil and gas exploration and production leases on state-owned land facilitated, rulemaking authorized, and money appropriated.

Representative Lislegard moved that HF5350 be re-referred to the Committee on Ways and Means.

Chair Hansen moved to adopt the DE1 amendment, incorporating the following amendments.

Line 5.29, delete “$2,406,800” and insert “$2,406,000”
Line 3.2, delete “36” and insert “24”

THE MOTION PREVAILED. THE AMENDMENT, AS INCORPORATED, WAS ADOPTED.

Representative Lislegard presented HF5350, as amended.
