House Passes Health and Human Services Budget Bill

St. Paul, Minn. – Tonight, the House passed the Health Human Services Conference Committee Budget bill. The bill takes direct aim at combating fraud across the system by funding significant preventative measures, strengthening oversight and penalties, increasing DHS enforcement capacity, and improving service integrity to ensure public funds reach the people and services that need them most so Minnesota’s most vulnerable residents can live and thrive.

“With this legislation we are taking decisive action to curb fraud and improve program integrity," said Rep. Mohamud Noor, Co-Chair of the Health and Human Services Committee. “Our team worked tirelessly through difficult negotiations to deliver a strong and balanced package that improves oversight, combats fraud, and protects vulnerable Minnesotans who rely on these programs every day.”

The program integrity package will help strengthen Minnesota’s social safety net by preventing fraud while ensuring vulnerable Minnesotans continue to receive the care and services they rely on. Key provisions include Medicaid provider enrollment reforms, mandatory compliance and fraud prevention training, strengthened provider screening and enrollment assessments, enhanced oversight tools, expansion of Electronic Visit Verification (EVV) safeguards, prepayment review of claims, and stronger postpayment review.
