MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-second meeting to order at 2:30 p.m., Wednesday, March 8, 2006, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was not present.

Members present:

Members excused:

Chair Davids welcomed Rep. Aaron Peterson to present HF2645.

HF2645 (Peterson, A.) relating to Swift County; increasing the size of the board of the rural development finance authority; amending Laws 1995, chapter 264, article 5, section 39, subdivision 4.

Rep. Peterson presented HF2645.

HF2781 (Davids) relating to capital investment; appropriating money for design of a National Center for Biofuels Research at the University of Minnesota; authorizing the issuance of general obligation funds.

Testifying on HF2781:

A quorum was present.

Chair Davids moved HF2781 be recommended to pass and be re-referred to the Committee on Capital Investment.

Chair Davids amended his motion and recommended that HF2781 be recommended to pass and be re-referred to the Committee on Higher Education.

Chair Davids laid over HF2781.

Chair Davids moved HF2645 be recommended to pass and be sent to the General Register.

Chair Davids moved to amend HF2645 (2645A1). The motion prevailed, the amendment was adopted.

Rep. Peterson presented HF2645, as amended.

Chair Davids renewed his motion that HF2645, be recommended to pass, as amended and be placed on the General Register. The motion prevailed.

Report from Minnesota Board of Animal Health regarding bovine tuberculosis.

Chair Davids moved HF2781 be recommended to pass.

Chair Davids moved to amend HF2781 as follows:
Page 1, line 9, delete “on” and insert a period after “Research”
Page 1, line 10, delete “the Twin Cities campus.”

The motion prevailed, the amendment was adopted.

Chair Davids renewed his motion that HF2781, be recommended to pass, as amended, and be re-referred to the Committee on Higher Education. The motion prevailed.

The meeting was adjourned at 4:17 p.m.
