MINUTES


Representative Greg Davids, Chair of the Agriculture and Rural Development Committee, called the twenty-fourth meeting to order at 2:30 p.m., Wednesday, March 15, 2006, in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

A quorum was not present.

Members present:

Members excused:

HF2879 (Urdahl) relating to taxation; providing an income and corporation franchise tax credit for qualifying investment in dairy operations; amending Minnesota Statutes 2004, section 290.06, by adding a subdivision.

Rep. Urdahl presented HF2879.

A quorum was present at 2:38pm.

Rep. Koenen moved approval of the minutes from March 14, 2006. The motion prevailed.

Rep. Urdahl moved HF2879 be recommended to pass and be re-referred to the Committee on Taxes.

Chair Davids moved to amend HF2879 (H2879A2, attached).

Chair Davids moved to amend the H2879A2 amendment as follows:

Page 1, line 6, after “pasture” insert “owned or rented by the taxpayer for use by dairy animals”. The motion prevailed, the amendment was adopted.

Chair Davids moved to amend HF2879 (H2879A2, as amended). The motion prevailed, the amendment, as amended, was adopted.
Rep. Urdahl renewed his motion that HF2879 be recommended to pass, as amended, and be re-referred to the Committee on Taxes. The motion prevailed.

Chair Davids passed the gavel to Rep. Blaine at 3:35pm.

Presentation of the report by the Ag Nutrient Task Force.

HF3441 (Juhnke) relating to agriculture; providing for a check off for fertilizer, soil amendment, and plant amendment; establishing a Minnesota Agricultural Fertilizer Research and Education Council and program; exempting on-farm storage from fertilizer facility safeguarding and permitting; amending Minnesota Statutes 2004, section etc.

Rep. Juhnke moved that HF3441 be recommended to pass and be re-referred to the Committee on Agriculture, Environment and Natural Resources Finance.

Rep. Juhnke presented HF3441.

Rep. Blaine passed the gavel back to Chair Davids at 4:01pm.
