MINUTES


Representative Tim Wilkin, Chair of the Commerce & Financial Institutions Committee, called the seventh meeting to order at 12:35 p.m. on Tuesday, February 8, 2005, in Room 200 of the State Office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Kohls moved that the minutes from the meeting of February 2, 2005 be approved.
The motion prevailed.


HF9 (Wilkin) Consumer-driven health plan federal tax conformity provided.

Rep. Wilkin moved that HF9 be recommended to pass and be sent to the Taxes Committee.

Rep. Wilkin presented HF9.

Testifying on behalf of HF9:

Rep. Wilkin renewed his motion that HF9 be recommended to pass and be sent to the Taxes Committee.

Rep. Kohls requested a roll call vote.

The following eighteen members voted in favor of the motion:

ATKINS, DAVIDS, FRITZ, GAZELKA, GUNTHER, HAMILTON, HOWES, KOHLS, LIEBLING, MOE, PEPPIN, POWELL, SEVERSON, SIMPSON, SODERSTROM, VANDEVEER, WILKIN, ZELLERS.


The following four members voted against the motion:

CLARK, GOODWIN, LOEFFLER, RUKAVINA.

The following member abstained from voting on the motion:

JAROS.

The following members were not present during the roll call vote:

MULLERY, SAILER, SERTICH.

The motion prevailed (18-4).


HF135 (Knoblach). Consumer-driven health plans encouraged and federal tax conforming changes provided.

Rep. Wilkin moved that HF135 be recommended to pass and be sent to the Taxes Committee.
The motion prevailed.


HF309 (Zellers) Long-term care insurance income taxation credit adjusted.

Rep. Zellers moved that HF309 be recommended to pass and be sent to the Taxes Committee.

Dan Nitz, Long-term care Actuary
Bob Johnson, Minnesota Insurance Federation

Rep. Zellers renewed his motion that HF309 be recommended to pass and be sent to the Taxes Committee.
The motion prevailed.
