MINUTES


Representative Sondra Erickson, Vice Chair of the Education Policy and Reform Committee, called to order the ninth meeting at 8:19AM on Tuesday, February 22, 2005, in Room 200 of the State Office Building. A quorum was present.

The Clerk noted the roll.

HF587 First Engrossment (Buesgens) Quarterly Election Day Act of 2005 established, providing for election days for state and local elections other than special elections to fill a vacancy.

Rep. Buesgens moved that HF587 be recommended to pass and be re-referred to the Local Government committee.

Rep. Buesgens presented HF587.

Rep. Buesgens moved a handwritten amendment to amend HF587. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Buesgens moved to request staff to make all necessary technical changes to HF587 as an oral amendment as follows:
Page 1, line 2, delete "quarterly" and insert "periodic"
Page 1, line 4, after "vacancy" insert "and elections conducted by mail"
Page 1, line 18, delete "QUARTERLY" and insert "PERIODIC"
Page 1, line 19, delete "QUARTERLY" and insert "PERIODIC"
Page 1, line 21, delete "Quarterly" and insert "Periodic"
Page 2, line 2, after "(1)" insert "the fourth Tuesday in January"
Page 2, line 3, delete "(2)" and insert "(3)"

Page 2, line 6, delete "(4)" and insert "(5)"
Page 2, line 14, delete "3)" and insert "4)"
Page 14, line 16, after the period, insert "Section 17 is effective for obligations authorized at an election held after January 1, 2006."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Buesgens renewed his motion that HF587 as amended be recommended to pass and be re-referred to the Local Government committee. THE MOTION PREVAILED.

HF822 (Blaine): Independent School District No. 482, Little Falls, alley system for at-large election of school board members provided.

Rep. Erickson moved that HF822 be recommended to pass.

Rep. Blaine presented HF822.

in January 2007 and each four years thereafter shall be designated as position nos. 1, 2, and 3. The positions that expire on the first Monday in January 2009 and each four years thereafter shall be designated as position nos. 4, 5, and 6.

Representative Eastlund incorporated into his oral amendment:

And amend the title accordingly.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Erickson moved that HF822 be recommended to pass and be re-referred to the Civil Law committee. THE MOTION PREVAILED.

Representative Buesgens assumed the gavel at 9:40 A.M.

HF380 (Hilstrom): Single-member school board election districts established with equal populations for certain districts.

Rep. Dorn moved that HF380 be recommended to pass and be re-referred to the Civil Law Committee.

Rep. Hilstrom presented HF380.

Rep. Dorn moved the H0380A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF380 was:
Carol Habstritt, Brooklyn Park resident

Rep. Buesgens laid over HF380 for future consideration.

Rep. Klinzing moved the minutes of February 17, 2005. THE MINUTES WERE APPROVED.
