MINUTES


Representative Buesgens, Chair of the Education Policy and Reform Committee, began the seventeenth meeting at 8:20 on Tuesday, March 22, 2005, in Room 200 of the State Office Building with a prayer for the families and victims in the Red Lake School District.

The Clerk noted the roll.

Representative Mark Buesgens called the seventeenth meeting officially to order at 8:23AM. A quorum was present.

HF1180 (Davnie): Teacher tenure modified in cities of the first class, and teacher layoff plan negotiation authorized.

Rep. Davnie moved that HF1180 be recommended to pass and be re-referred to the committee on Education Finance.

Rep. Davnie presented HF1180.

Rep. Davnie renewed his motion that HF1180 be recommended to pass and be re-referred to the committee on Education Finance. THE MOTION PREVAILED.

HF969 (Erickson): Interdisciplinary teachers licensed, innovative schools and programs encouraged, and rulemaking provided.

Rep. Erickson moved that HF969 be recommended to pass and be re-referred to the committee on Governmental Operations.

Rep. Erickson moved the H0969A1 amendment to HF969. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Erickson presented HF969, as amended.

Rep. Latz moved the following oral amendment:
Page 3, line 29, delete “and the”

Page 3, line 30, delete “Minnesota Quality Teaching Coalition” and insert “and representatives of charter schools” THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Rep. Erickson moved the following oral amendment:
Page 3, line 29, after “and”, delete “the”
Page 3, line 30, delete “Minnesota Quality Teaching Coalition” and insert “and representatives of innovative schools and programs as determined by the board”.

HF1945 (Charron): Charter school sponsor duty to monitor and evaluate fiscal and student performance clarified, voluntary termination of charter school contract authorized, and charter school evaluation study required.

Rep. Charron moved that HF1945 be recommended to pass and be re-referred to the committee on Education Finance.

Rep. Charron renewed his motion that HF1945 be recommended to pass and be re-referred to the committee on Education Finance. THE MOTION PREVAILED.

HF1719 (Klinzing): High school reform measures provided including education planning and assessment program, and a college-level examination program; basic skills tests replaced with comprehensive assessments, and money appropriated.

Rep. Klinzing moved that HF1719 be recommended to pass and be re-referred to the committee on Government Operations.
