Representative Jim Abeler, Chairman of the Cost Containment Division of the Health Policy and Finance Committee, called the twenty-sixth meeting to order at 4:11 P.M. on Wednesday, March 15, 2006, in Room 200 of the State Office Building.

The Clerk noted the roll.

The meeting was called to order at 4:50 P.M.

A quorum was present.

Rep Abeler announced Rep. Goodwin requested to be removed from the Division. Rep. Fritz requested to replace Rep. Goodwin.

HF 1862 (Abeler): Health care provider expenditure reporting requirements modified, separate procedure established for procedures over $5,000,000, certain medical referrals restricted, and money appropriated.

Rep Abeler moved to amend HF1862 (See Amendment H1862DE1 attached).

Rep. Abeler moved to amend HF1862 (See Amendment H1862DE1 attached) as follows:
Page 10, Line 4: after “will” insert: “continue to”
Page 10, Line 7: after “that covers the” insert: “anniversary of the”
Page 20, strike everything: Sections 1 and 2
Page 22, delete everything: Sections 5 and 6

HF 2438 (Abeler): Health plan innovation and regulation provided, health plan companies and plans requirements modified, consumer information disclosure required, reports and studies required, and cost-containment initiatives implemented.

Rep. Abeler moved to amend HF2438 (See Amendment H2438DE8-3 attached).

Rep. Abeler moved to amend the H2438DE8-3 amendment by incorporating conforming actions in HF1862, as amended, to respected like provisions in the H2438DE8-3 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Abeler renewed his motion to amend HF2438 (See Amendment H2438DE8-3 as amended, attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 2831 (Abeler): Employer health coverage pooling programs reformed and recodified; money appropriated.

Rep. Abeler moved to amend HF2831 (See Amendment H2831DE2 attached). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 2832 (Abeler): Business and political subdivision employee health coverage reinsurance pool created and money appropriated.

Rep. Abeler moved to amend HF2832 (See Amendment H2832DE1-1 attached).

Rep. Abeler moved to amend the H2832DE1-1 amendment by incorporating conforming actions in HF1862, as amended, to respected like provisions in the H2832DE1-1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
