Representative Bud Nornes, Chair of the Committee on Higher Education, called the twelfth meeting to order at 12:46 PM on Monday, February 28, 2005, in Room 300S of the State Office Building.

12:47:13 PM Rep. Cox moved approval of the minutes: February 23, 2000. THE MOTION PREVAILED.
12:47:37 PM HF426 (Penas) Farmer-lender mediation program expiration date extended and codified.
12:47:53 PM Chair Nornes moved HF426.
12:48:14 PM Rep. Penas explained her bill.
12:50:13 PM George W. Morse, Associate Dean and Director, U of M Extension Service, supported the bill.
12:56:07 PM Thomas Klein, Assistant Director Finance and Planning, Farmer-Lender Mediation Program, supported the bill.
12:59:57 PM Mary Knell Preisler, Director, Farmer Lender Mediation Program, responded to questions.
1:08:24 PM Rep. Opatz moved to pass HF426 and be placed on the Consent Calendar.
1:09:02 PM John Apitz, Farm Credit Services, opposed the motion.
1:21:52 PM Rep. Opatz renewed his motion to move HF426 to the Consent Calendar. THE MOTION PREVAILED.
1:23:01 PM HF431 (Westrom) Instructional material accessibility regulated for students with a disability requiring a reading accommodation.
1:23:19 PM Chair Nornes moved HF431.
1:23:27 PM Rep. Westrom explained his bill.
1:37:26 PM Chuck Hamilton, Director of the State Services for the Blind (SSB), testified on the bill.
1:51:07 PM Judy Sanders, Secretary for the National Federation of the Blind for Minnesota, supported the bill.
1:58:32 PM Jennifer Dunnam, U of M Disability Services, supported the bill.
2:04:29 PM Robert J. Tennessen, American Association of Publishers (see attached), testified on the bill.
2:05:19 PM John Corbid, Private College Counsel, testified on the bill.
2:09:50 PM Donna Peterson, U of M, responded to a question.
2:10:39 PM Chair Nornes laid HF431 over for possible inclusion in the Higher Education Finance Omnibus Bill.
2:11:04 PM Chair Nornes adjourned the meeting.
