MINUTES


Representative Bud Nornes, Chair of the Committee on Higher Education, called the twenty-third meeting to order at 12:39 PM on Monday, April 11, 2005, in Room 300S of the State Office Building.

The Clerk noted the roll.

A quorum was present.

12:39:07PM Chair Nornes called the meeting to order.
12:39:23PM Representative Dempsey moved approval of the minutes: April 6th 2005. THE MOTION PREVAILED.
12:41:32PM HF1719 (Klinzing) High school reform measures provided, including educational planning and assessment program, and a college-level examination program; basic skills tests replaced with comprehensive assessments, and money appropriated
Chair Nornes moved HF1719 be recommended to pass and re-referred to the Education Finance Committee.
12:42:35PM Testifying on the bill were:
Mary Ann Nelson, Minnesota Department of Education
Cyndy Crist, Minnesota State Colleges and Universities
Donna Peterson, University of Minnesota.
1:26:10 PM Representative Latz moved an oral amendment to HF1719.
“Delete section six.”
1:45:09 PM Representative Latz withdrew his amendment.
1:45:46 PM Representative Latz moved an oral amendment to HF1719.
Page 5, line 11, after the period, add "an institution may establish a minimum standard greater than a score of three to award college credit.”
1:49:23 PM Mike Wilhelmi, Minnesota Private College Council, testified.
1:51:55 PM Representative Latz withdrew his amendment
1:52:19 PM Representative Latz moved an oral amendment to HF1719,
“Delete section six.”. THE MOTION FAILED.
1:54:47 PM Representative Latz called for a division: 4 AYS, 6 NAYS: THE MOTION FAILED.
1:54:55 PM Representative Nornes offered the oral amendment to HF1719: Page 5, line 10, after the word "or" add the words "four or higher on the international baccalaureate program." THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
1:55:15 PM Representative Nornes renewed his motion that HF1719, as amended, be passed and re-referred to the Education Finance Committee. THE MOTION PREVAILED.

HF 2145 (Severson) Veterans’ postsecondary education rights expanded.
Chair Nornes moved HF2145, for possible inclusion in the Higher Education Finance Omnibus Bill.
2:03:43 PM HF 2145 WAS LAID OVER FOR POSSIBLE INCLUSION IN THE HIGHER EDUCATION FINANCE OMNIBUS BILL.

2:04:08 PM HF 1586(Lanning) State higher education grant program regulated.
Representative Nornes moved be laid over for possible inclusion in the Higher Education Finance Omnibus Bill
2:08:15 PM Mike Wilhelmi, Minnesota Private College Council testified.
2:16:12 PM Mark Misukanis, Higher, Education Services Office testified.
2:17:39 PM Susan Heegard, Director of Higher Education Services Office testified.
2:20:25 PM HF 1586 WAS LAID OVER FOR POSSIBLE INCLUSION IN THE HIGHER EDUCATION FINANCE OMNIBUS BILL.

2:21:28 PM HF504 (Carlson) Postsecondary student financial aid modified and money appropriated,
Representative Carlson moved that HF504 be laid over for possible inclusion in the Higher Education Finance Omnibus Bill.
2:22:39 PM Representative Carlson explained the bill.

2:54:39 PM Representative Carlson offered closing statements.
2:58:15 PM Representative Carlson renewed his motion that HF 504 be laid over for possible inclusion in the Higher Education Finance Omnibus Bill. HF504 WAS LAID OVER FOR POSSIBLE INCLUSION IN THE HIGHER EDUCATION FINANCE OMNIBUS BILL.

2:58:56 PM Chair Nornes adjourned the meeting.
