Representative Bud Nornes, Chair of the Committee on Higher Education, called the thirty-first meeting to order at 12:34 PM on Wednesday, March 22, 2006, in Room 300S of the State Office Building.

The Clerk noted the roll.

12:34:40 PM Chair Nornes called the meeting to order.
12:35:16 PM HF 3268 (Abrams) Minnesota Biomedical Sciences Research Facilities Authority and project funding program established, fund application process provided for the University of Minnesota, and bonds issued. Rep. Abrams moved that the bill be passed and re-referred to the Jobs and Economic Opportunity Policy and Finance Committee.
12:36:40 PM Rep. Abrams moved an author’s amendment. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.
12:37:25 PM Rep. Abrams continued his presentation of HF 3268.
12:40:23 PM President Robert Bruininks, University of Minnesota, testified in support of the bill.
12:53:03 PM Dean Deborah Powell, University of Minnesota, Medical School, testified in support of the bill.
1:00:09 PM Richard Pfutzenreuter, CFO, testified in support of the bill.
1:02:05 PM Fred Morrison, University of Minnesota, Professor of Law, responded to a question from the committee.
1:04:56 PM Doug Berg, Fiscal Analyst, clarified part of the bill.
1:05:05 PM Kathy Novak, House Research Analyst, clarified part of the bill.
1:29:28 PM Rep. Abrams renewed his motion that HF 3268 be passed and re-referred to Jobs and Economic Opportunity Policy and Finance. THE MOTION PREVAILED. THE BILL IS PASSED.
1:29:59 PM Rep. Carlson moved the Minutes: March 15, 2006. THE MOTION PREVAILED. THE MINUTES ARE ADOPTED.
1:30:12 PM Rep. Cox moved the Minutes: March 20, 2006. THE MOTION PREVAILED. THE MINUTES ARE ADOPTED.
1:30:36 PM HF 3252 (Seifert) Postsecondary courses offered in secondary schools agreement requirements clarified. Rep. Pelowski moved HF 3252 to be passed and re-referred to the Education Policy and Reform Committee. Rep. Seifert presented his bill
1:35:43 PM Charlie Kyte, Executive Director of the MN Association of School Administrators, testified in support of the bill.
1:43:30 PM JoAnn Roach, Vice President, MSCF, testified in opposition to the bill.
2:13:02 PM Rep. Pelowski renewed his motion for HF 3252 to pass and be re-referred to the Education Policy and Reform Committee. THE MOTION PREVAILS. THE BILL IS PASSED.
2:13:36 PM HF 3169 (Seifert) Local government units prohibited from imposing fees related to students at postsecondary institutions. Rep. Cox moves HF 3169 to pass and be placed on the General Register. Rep. Seifert presented his bill.
2:16:20 PM Travis Reese, Vice Chair MSUSA, testified in support of the bill
2:17:14 PM Patrick Christner, President MSCSA, testified in support of the bill
2:19:46 PM Rep. Cox renewed his motion that the bill be passed and placed on the General Register. THE MOTION PREVAILED. THE BILL IS PASSED.
