MINUTES


Representative Bud Nornes, Chair of the Committee on Higher Education, called the twenty-fifth meeting to order at 9:07 AM on Tuesday, April 19, 2005, in Room 300S of the State Office Building.

The Clerk noted the roll.

9:07:21 AM Chair Nornes called the meeting to order.
9:07:35 AM Rep. Eastlund moved approval of the minutes: April 14, 2005. THE MOTION PREVAILED.
9:08:17 AM HF1385 (Nornes) Higher education funding provided for Minnesota State Colleges and Universiteis, the University of Minnesota, and the Mayo Medical Foundation; Higher Education Facilities Authority merger authorized; and money appropriated.
Chair Nornes moved HF1385, with re-referral to the committee on Ways & Means.
9:08:37 AM Chair Nornes incorporated H1385A9 into Amendment H1385DE3 and moved for adoption.
9:12:04 AM THE MOTION PREVAILED. AMENDMENT H1385DE3 WAS ADOPTED, AS AMENDED.
9:12:50 AM Doug Berg, House Fiscal Analyst, explained the spreadsheet for Amendment H1385DE3.
9:25:46 AM Testifying on the bill were:
Susan Heegaard, Higher Education Services Office (HESO) testified on spreadsheet.
9:40:47 AM Kathy Novak, House Research, explained the language of the bill.
9:59:43 AM Rep. Opatz moved adoption of Amendment H1385A7.
10:01:36 AM Susan Heegaard, HESO, testified on the amendment.
10:07:45 AM THE MOTION PREVAILED. AMENDMENT H1385A7 WAS ADOPTED.
10:07:57 AM Rep. Opatz moved adoption of Amendment H138A8.
10:09:22 AM Susan Heegaard, HESO, testified on the amendment.
10:13:04 AM Rep. Abeler moved the oral amendment, on line 7 after must, add "consider" and change the word develop to "developing". Rep. Optaz accepted this as a friendly amendment.
10:15:14 AM THE MOTION PREVAILED. AMENDMENT H1385A8, AS AMENDED, WAS ADOPTED.
10:17:39 AM Susan Heegaard, addressed Rep. Mariani's question regarding lines 31 and 32 on the H1385DE3 Amendment.
10:26:39 AM Dr. Robert J. Jones, Senior Vice President, University of Minnesota, addressed Rep. Mariani's question regarding appropriations for attracting and retaining students as listed on page 6 of Amendment H1385DE3.
10:37:04 AM Laura King, Vice Chancellor, Minnesota State Colleges and Universities (MnSCU), addressed Rep. Pelowski's question regarding Centers of Excellence on page 5 of Amendment H1385DE3.
10:47:41 AM Chair Nornes moved to amend on page 5, line 14, after designate insert 6 to 8. Chair Nornes withdrew the amendment.
10:50:12 AM Rep. Abeler moved Amendment 1. THE MOTION PREVAILED. AMENDMENT 1 WAS ADOPTED.
10:53:01 AM Al DeBoer, Rochester Chair of Higher Education Task Force, addressed Rep. Latz's questions regarding the Rochester University Development Account on page 57.
10:55:41 AM Rep. Latz moved to put a period after development on line 33 and delete 34 - 36 of page 57 and line 1of page 58, and on page 4 to delete lines 35 - 38 after 2009. THE MOTION DID NOT PREVAIL, THE AMENDMENT WAS NOT ADOPTED.
11:07:36 AM Jeanne Herrmann, Executive Director, and Sally Mickelson, Corp. Director of Financial Aid, Minnesota Career College Association, testified on the State Grants on page 2 of H1385DE3.
11:09:36 AM Dr. Frank Cerra, University of Minnesota Health Services, and Dr. Hugh Smith, Chair of the Board of Governors, Mayo Clinic, (Mayo – U of M Partnership) addressed concerns raised by Rep. Pelowski on the Gnomics project.
11:22:35 AM Chair Nornes requested a roll-call vote on HF1385, as amended.
11:39:03 AM Chair Nornes renewed his motion to pass HF1385, as amended, with re-referral to the committee on Ways and Means.
