MINUTES


Rep. Joe Hoppe, Chair of the Liquor Subcommittee - Regulated Industries Committee, called the first meeting to order at 7:05 p.m. on March 14, 2005 in Room 500 North of the State Office Building.

The Clerk noted the roll.

A quorum was present.

HF 236 (Davids) Caledonia on-sale liquor license authorized for events at the Four Seasons Center.

Rep. Hoppe moved that HF 236 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Liquor Bill.

The following individuals testified before the committee:

Rep. Hoppe renewed the motion that HF 236 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

HF 1376 (Hoppe) Minneapolis; Walker Arts Center on-sale liquor license authorized.

Rep. Hoppe moved that HF 1376 be recommended to pass and be re-referred to the Regulated Industries Policy Committee.

Rep. Hoppe presented a brief overview of HF 1376 for the committee.

John Herman testified before the committee regarding HF 1376.

Rep. Simpson moved to amend HF 1375 (A-1 amendment). The motion prevailed. The amendment was adopted.

Rep. Hoppe renewed the motion that HF 1376, as amended, be recommended to pass and be re-referred to the Regulated Industries Policy Committee. The motion prevailed.

HF 1083 (Buesgens) Elko Speedway on-sale liquor license authorized for all sales for all events on all days of the week.

Rep. Hoppe moved that HF 1083 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Liquor Bill.

Rep. Mark Buesguens testified before the committee regarding HF 1083.

Rep. Hoppe renewed the motion that HF 1083 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.


HF 559 (Erickson) Eastside Township in Mille Lacs County off-sale liquor license authorized.

Rep. Simpson HF 559 be brought before the committee for discussion and laid over for possible inclusion in the Omnibus Liquor Bill.

Rep. Sondra Erickson testified before the committee regarding HF 559.

Rep. Hoppe renewed the motion that HF 559 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

HF 605 (Hoppe) Brewers manufacturing beer on the premises where the brewer also holds an on-sale liquor license authorized to use wort produced outside of Minnesota under certain circumstances.

Rep. Hoppe moved that HF 605 be recommended to pass and be re-referred to the Regulated Industries Committee.

Rep. Hoppe moved that HF 605 be laid on the table. The motion prevailed.

HF 805 (Dorn) Mankato on-sale liquor license authorized for the Midwest Wireless Civic Center.

Rep. Hoppe renewed the motion that HF 805 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

HF 1163 (Ruud) Eden Prairie on-sale liquor license authorized for a caterer for use in connection with city-owned premises.

Rep. Ruud moved that HF 1163 be laid over for possible inclusion in the Omnibus Liquor Bill.

Rep. Hoppe renewed the motion that HF 1163 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

HF 1707 (Abeler) Anoka; Main Street Stage Theatre wine license expanded to include malt liquor.

Rep. Hoppe moved that HF 1163 be laid over for possible inclusion in the Omnibus Liquor Bill.

House Counsel raised questions pertaining to HF 1163 and authorization.


Rep. Hoppe brought the JW114 (Huntley amendment) before the committee for discussion and possible inclusion in HF 605.

Rep. Huntley testified before the committee regarding the JW114 amendment.

Rep. Hoppe moved that the JW114 (Huntley amendment) to HF 605 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

Rep. Hoppe brings the H0605A1 amendment before the committee for discussion and possible inclusion in HF 605.

David Russell testified to the H0605A1 amendment.

Rep. Hoppe moved that the H0605A1 amendment to HF 605 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

HF 877 (Simpson) Uniform off-sale liquor sales hours provided statewide; and 10:00 a.m. Sunday on-sales authorized for restaurants, clubs, bowling centers, and hotels.

Rep. Hoppe moved that HF 877 be laid over for possible inclusion in the Omnibus Liquor Bill.

Rep. Hoppe renewed the motion that HF 877 be laid over for possible inclusion in the Omnibus Liquor Bill. The motion prevailed.

Rep. Hoppe addressed the committee regarding a Legislative Audit Commission resolution.

Rep. Hoppe brought HF 605 off the table for reconsideration before the committee.

Rep. Hoppe moved to amend HF 605 as follows:

Delete all language after the enactment clause
Incorporate language from respective bills
Incorporate the JW114 amendment (Huntley)
Incorporate the H0605A1 amendment.

The motion prevailed. The amendment was adopted.

Rep. Hoppe renewed the motion that HF 605, as amended, be recommended to pass and be re-referred to the Regulated Industries Committee. The motion prevailed.

The meeting was adjourned at 7:55 p.m.
