MINUTES


Rep. Torrey Westrom, Chair of the Regulated Industries Committee, called the twenty-second meeting unofficially to order at 2:30 p.m. on March 22, 2006 in Room 5 of the State Office Building. A quorum was not present.

The Clerk noted the roll.

Rep. Westrom addressed the committee agenda with the members.

Rep. Westrom called the meeting officially to order at 2:35. A quorum was present.

Rep. Erickson moved adoption of the minutes for March 21, 2006. THE MOTION PREVAILED.

The committee heard a presentation on energy marketing and pricing.

The following individuals testified before the committee:

Rick Lancaster, Great River Energy
Dan Juhl, C-BED

HF 3194 (Westerberg) Lawful gambling clarifying, conforming, and technical changes provided; and expenditure restriction requirements modified.

Rep. Westrom brought HF 3194, as amended, before the committee for reconsideration.

Rep. Westerberg moved to amend HF 3194, as amended, ((A06-1328X amendment).

The following individuals testified before the committee regarding HF 3194, as amended:

Rep. Westerberg renewed the motion to amend HF 3194, as amended, (A06-1328X amendment). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Westerberg moved to further amend HF 3194, as amended, as follows:

Delete Section 7 of HF 3194, as amended.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Rep. Westerberg renewed the motion that HF 3194, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF 3100 (Beard) Card club provisions modified.

Rep. Westrom brought HF 3100 before the committee for reconsideration.

Rep. Beard moved that HF 3100 be recommended to pass and be placed on the General Register.

Rep. Beard addressed the committee regarding HF 3100.

Rep. Emmer moved to amend HF 3100 (EL-BLKAMD-4 amendment).

Rep. Atkins raised the point of order regarding the 24-hour rule for submission of amendment.

Rep. Atkins moved to lay the Emmer amendment on the table.

A division was requested regarding the Atkins motion to lay the Emmer amendment on the table.

There being 11 Ayes and 13 Nays THE MOTION DID NOT PREVAIL.

Rep. Walker spoke against the Emmer amendment.

Rep. Atkins raised the point of appropriate notification to the MN State Lottery regarding the Emmer amendment.

Dale McConnell, Minnesota State Lottery, testified before the committee.

Rep. Atkins raised the point of a fiscal note request for the Emmer amendment.

Rep. Thissen moved to adjourn the meeting.

A division was requested regarding the Thissen motion to adjourn the meeting.

There being 9 Ayes and 13 Nays THE MOTION DID NOT PREVAIL.

King Wilson, Allied Charites of MN, testified before the committee regarding HF 3100.

Rep. Westerberg moved to lay the Emmer amendment on the table. THE MOTION PREVAILED. AMENDMENT TABLED.

Henry Buffalo testified before the committee regarding HF 3100.

Rep. Beard renewed the motion that HF 3100 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The meeting was adjourned at 4:40 p.m.
