MINUTES


Rep. Andy Westerberg, Chair of the Gaming Division of the Regulated Industries Committee, called the second meeting to order at 2:35 p.m. on February 23, 2005, 2005 in Room 5 of the State Office Building. A quorum was present.

The Clerk noted the roll.

Rep. Erickson moved approval of the minutes of January 26, 2006. The motion prevailed.

Rep. Westerberg reviewed the scope and intention of the Gaming Division.

HF 803 (Juhnke) Raffle definition modified.

Rep. Westerberg moved that HF 803 be brought before the committee for consideration and possible inclusion in the Omnibus Technical Gaming Bill.

Rep. Westerberg moved to amend HF 803 (SCS0759A-3 amendment) to place the bill in proper form. The motion prevailed.

Rep. Westerberg renewed the motion that HF 803, as amended, be laid over for possible inclusion in the Omnibus Technical Gaming Bill. The motion prevailed.

HF 934 (Brod) Compulsive gambling prevention and education funding provided, and money appropriated.

Rep. Erickson moved that HF 934 be brought before the committee for consideration and possible inclusion in the Omnibus Technical Gaming Bill.

Rep. Erickson amended the previous motion and requested that HF 934 be recommended to pass and be referred to the Regulated Industries Policy Committee for further committee action.

Rep. Erickson renewed the motion that HF 934 be recommended to pass and be referred back to the Regulated Industries Policy Committee for further committee action. The motion prevailed.

HF 514 (Westerberg) Lottery board established.

Rep. Westerberg moved that HF 514 be brought before the committee for consideration and possible inclusion in the Omnibus Technical Gaming Bill.

Clint Harris, Executive Director, Minnesota State Lottery testified before the committee regarding HF 514 and the proposed A1 technical amendment to HF 514.

Rep. Westerberg moved to amend HF 514 (A1 amendment). The motion prevailed. The amendment was adopted.

Rep. Erickson addressed the jurisdiction of HF 514, as amended.

Rep. Westerberg incorporated the following technical amendment to HF 514, as amended:

Page 2, line 13, after security ADD ,
Page 2, line 14, strike or
Page 2, line 14, after security ADD , or

Rep. Westerberg renewed the motion that HF 514, as amended, be laid over for possible inclusion in the Omnibus Technical Gaming Bill. The motion prevailed.

HF 88 (Thissen) Lottery service businesses regulated.

Rep. Atkins moved that HF 88 be brought before the committee for consideration and possible inclusion in the Omnibus Technical Gaming Bill.

Rep. Atkins renewed the motion that HF 88 be laid over for possible inclusion in the Omnibus Technical Gaming Bill. The motion prevailed.

HF 463 (Lenczewski) Casino; state-operated or state-licensed gambling facility prohibited in a city unless the voters of the city have approved the facility in a referendum.

HF 1208 (Vandeveer) State-operated or state-licensed gambling facility prohibited in a town or city unless the voters of the town or city have approved the facility in a referendum.

Rep. Zellers moved that HF 463 and HF 1208 be brought before the committee for consideration and possible inclusion in the Omnibus Technical Gaming Bill.

Rep. Westerberg renewed the motion that HF 463 and HF 1208 be laid over for possible inclusion in the Omnibus Technical Gaming Bill. The motion prevailed.


Rep. Atkins, in concurrence with Rep. Westerberg, clarified the previous motion for the committee that HF 463 and HF 1208 would be laid over for possible inclusion in the Omnibus Gaming Policy Bill.

The meeting was adjourned at 4:20 p.m.
